THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests the following corrections to his DD Form 214 (Certificate of Release or Discharge from Active Duty) with a separation date of 18 April 2013 to show, in effect, in:

* block 14 (Military Education) the Unit Armorer Course
* block 15c (Enlisted Under Loan Repayment Program (LRP) (Title 10 U.S. Code Chapter 109) (If yes, years of commitment:) change to "Yes" and add "3"

2.  The applicant states the certificate for the Armorer Course was not present at the time his DD Form 214 was being completed.

3.  The applicant provides:

* DD Form 214
* Certificate of Training for the Unit Armorer Course
* Public Service Deferment Request, William D. Ford Federal Direct Loan Program
* Page 4 of his DD Form 1966 (Record of Military Processing - Armed Forces of the United States)





CONSIDERATION OF EVIDENCE:

1.  On 8 October 2008, he enlisted in the Regular Army (RA) for a period 3 years and 25 weeks.  

   a.  Page 1 of his DA Form 3286 (Annex B) (Statement for Enlistment United States Army Enlistment Program), dated 8 October 2008, shows in paragraph 
1 he enlisted for Program 9C which included the LRP.

	b.  Page 4 of his DD Form 1966 shows he understood the provisions under which he enlisted under the Student LRP.

2.  A DD Form 2366 (Montgomery GI Bill Act of 1986 (MGIB)), dated 14 October 2008, indicated that he did not desire to participate in the MGIB.

3.  The Certificate of Training he provided shows he completed the 80-hour Unit Armorer Course on 2 March 2012 at Fort Bliss, TX.

4.  On 11 March 2010, he immediately reenlisted in the RA for a period of
4 years.

5.  On 18 April 2013, he was discharged by reason of disability with severance pay, combat related (enhanced).  

	a.  Block 14 of his DD Form 214 does not show he completed the Unit Armorer Course on 2 March 2012.

	b.  Block 15c of his DD Form 214 is marked "No" and the years of commitment is marked "NA." 

6.  The LRP is a Department of the Army enlistment option authorized by Title 10 of U.S. Code, section 2171, which provides the legal authority for the education LRP for enlisted members on active duty in specified military specialties.  Loans that qualify for repayment included William D. Ford Loans.

7.  Paragraph 9-9b(3)(a) of Army Regulation 601-210 (Active and Reserve Components Enlistment Program) states a Soldier must disenroll from the MGIB to be eligible for the LRP.




8.  Army Regulation 635-8 (Separation Processing and Documents) provides principles of support, standards of service, policies, tasks, rules, and steps governing required actions in the field to support processing personnel for separation and preparation of separation documents.  Paragraph 5-6 provides rules for completing the DD Form 214.

	a.  Block 14 - List all formal, in-service (full time attendance) training courses successfully completed during the period of service covered by the DD Form 214 of at least 1 week or 40 hours duration.  Include course title, length in weeks, and year completed.

	b.  Block 15c - Determined by reviewing the original enlistment contract.
Enter “Yes” or “No.”  If yes, also enter the number of years of active duty commitment from that initial enlistment contract.

DISCUSSION AND CONCLUSIONS:

1.  The Certificate of Training he submitted shows he completed the 80-hour
(2-week) Unit Armorer Course on 2 March 2012 at Fort Bliss, TX.  Therefore, this course should be added to block 14 of his DD Form 214.

2.  A review of his original enlistment contract, dated 8 October 2008, confirmed he enlisted for the LRP and 3 years.  A DD Form 2366 shows he was disenrolled from the MGIB as required by the LRP.  Therefore, block 15c should be amended to show "YES" and the years of commitment should show "3" instead of "NA."

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant a recommendation for relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by amending his DD Form 214 with a separation date of 18 April 2013 as follows:
	a.  Block 14 - add Unit Armorer Course, 2 weeks, 2012; and

	b.  Block 15c – delete the current entries and add "3" to show his 3-year commitment and mark the "YES" entry to show he enlisted under the loan repayment program.
