THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests correction of her DD Form 214 (Certificate of Release or Discharge from Active Duty) for the period ending 26 October 1990 to show her character of service as honorable.
2. The applicant states she should have received an honorable rather than an uncharacterized discharged after she completed her required training. She tried to obtain credit for her active duty service toward her Federal civilian service. She was informed the uncharacterized DD Form 214 could not be counted as time served.
3. The applicant provides her DD Form 214.
CONSIDERATION OF EVIDENCE:
1. The applicant is currently serving in the U.S. Army Reserve (USAR).
2. She enlisted in the Utah Army National Guard on 18 December 1989.
3. Headquarters, U.S. Army Aviation Center and Fort Rucker, Fort Rucker, AL, Orders 250-249, dated 7 September 1990, show she was awarded military occupational specialty 93B (Aviation Operations Specialist) effective 23 October 1990.
4. Item 12c (Net Active Service This Period) of her DD Form 214 for the period ending 26 October 1990 shows she completed a total of 8 months and 22 days of active service when she was released from active duty for training. Item 24 (Character of Service) shows her service as uncharacterized.
5. Army Regulation 635-200 (Personnel Separations Enlisted Personnel), in effect at the time, set policies, standards, and procedures to ensure the readiness and competency of the force while providing for the orderly administrative separation of Soldiers for a variety of reasons. Paragraph 4-2 provided instructions for discharge or release from active duty upon termination of enlisted and other periods of active duty or active duty for training. It stated the service of Army National Guard of the United States (ARNGUS) and USAR Soldiers who successfully completed a period of initial active duty for training (IADT) who were in an entry-level status would be uncharacterized, even though they completed their IADT successfully.
6. Army Regulation 635-200 defines entry-level status. For ARNGUS and USAR Soldiers, entry-level status begins upon enlistment in the Army National Guard or USAR. For Soldiers ordered to IADT for one continuous period, entry-level status terminates 180 days after beginning training. For Soldiers ordered to IADT for the split or alternate training option, entry-level status terminates 90 days after beginning advanced individual training. Soldiers completing basic training or basic combat training remain in an entry-level status until 90 days after beginning advanced individual training.
DISCUSSION AND CONCLUSIONS:
1. The applicant contends that the character of service shown on her DD Form 214 for the period ending 26 October 1990 should be honorable.
2. The applicant's DD Form 214 shows she completed a total of 8 months and 22 days of active duty service. According to Army Regulation 635-200, entry-level status terminated 180 days (6 months) after being ordered to IADT for one continuous period. Therefore, she is entitled to correction of item 24 of her DD Form 214 to show her character of service as honorable.

The Board determined the evidence presented is sufficient to warrant a recommendation for relief. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by amending item 24 of her DD Form 214 for the period ending 26 October 1990 to show her character of service as honorable.
