THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show:

* Army Commendation Medal (ARCOM) (3rd Award)
* Army Achievement Medal (AAM) (2nd Award) 
* Correct the time that he served in his military occupational specialty (MOS)

2.  He states the years and months that he served in his MOS were erroneously calculated.  Additionally, he states that he received three ARCOMs and two AAMs.

3.  He provides his DD Form 214, ARCOM, and AAM certificates.

CONSIDERATION OF EVIDENCE:

1.  The applicant's records show he enlisted in the Regular Army (RA) on 
23 June 2005.  On 31 July 2007, he reenlisted in MOS 11X (Infantryman Recruit).  He was honorably released from active duty on 24 February 2013 and credited with completing 7 years,11 months, and 4 days of total active service.

2.  His Enlisted Record Brief (ERB) shows from 1 August 2007 to 18 March 2008, he was assigned to Company A, Infantry Training Brigade, 30th Adjutant General Battalion (Reception), as an RA trainee.  On 19 March 2008, he was reassigned to Fort Hood, TX as an automatic rifleman in duty MOS 11B (Infantryman).  This document also shows he served as an 11B throughout his military service.

3.  He provides three certificates that show he was awarded the ARCOM by Permanent Orders Number:

* 344-291, undated, for the period 15 June 2008 to 15 September 2009
* 228-233, dated 16 August 2011, for the period 1 April 2011 to 1 April 2012
* 050-007, dated 19 February 2013, for the period 19 May 2010 to 
24 February 2012

4.  He provides two certificates that show he was awarded the AAM by Permanent Orders Number:

* 294-05, undated, for the period 1 January 2007 to 10 January 2010
* 268-002, dated 24 September 2012, for the period 14 August 2012 to 
15 August 2012

5.  His DD Form 214 shows in:

* Item 11 (Primary Specialty) "11B2O Infantryman - 4 years and 11 months"
* Item 13 (Decorations, Medals, Badges, Citations and Campaign Ribbons Awarded or Authorized) shows-

* Iraq Campaign Medal with two bronze service stars
* ARCOM (2nd Award)
* AAM
* Army Good Conduct Medal
* National Defense Service Medal
* Afghanistan Campaign Medal with two bronze service stars
* Global War on Terrorism Service Medal 
* Army Service Ribbon
* Overseas Service Ribbon (3rd Award)
* NATO Medal
* Combat Infantryman Badge
* Driver and Mechanic Badge with Driver-Wheeled Vehicle Clasp

6.  His record is void of a certificate or orders awarding him MOS 11B as his primary MOS.  His record is also void of a DA Form 2-1 (Personnel Qualification Record) that identifies his dates and period of MOS training. 

7.  Army Regulation 635-5 (Separation Documents) establishes standardized policy for preparing and distributing the DD Form 214.  The regulation states that the DD Form 214 is a summary of a Soldier's most recent period of continuous active duty.  It provides a brief, clear-cut record of active duty service at the time of release from active duty, retirement, or discharge.  The regulation requires the preparer to enter in Item 11, from the ERB the titles of all MOSs served for at least 1 year and include for each MOS the number of years and months served. For time determination, 16 days or more count as a month.  Do not count basic training and advanced individual training.

DISCUSSION AND CONCLUSIONS:

1.  Orders verify that the applicant was awarded three ARCOMs and two AAMs.  Therefore he is entitled to correction of his DD Form 214 to show the ARCOM (3rd Award) and the AAM (2nd Award).

2.  His ERB lists him as a trainee at the Infantry Training Brigade until 19 March 2008 when he was reassigned to Fort Hood, TX as an automatic rifleman.  Without his DA Form 2-1 or orders awarding him his primary MOS, the exact years and months in his primary MOS 11B cannot be determined.  However, based on his assignment date to Fort Hood (19 March 2008) and his separation date (24 February 2013), it is reasonable to presume he served in MOS 11B for 
5 years, 11 months, and 6 days.  Therefore, his record should be corrected to reflect this period.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant a recommendation for relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by:

   a.  deleting from item 11 of his DD Form 214 "4 years and 11 months" and adding to item 11 "5 years and 11 months";
   b.  deleting from item 13 of his DD Form 214 the ARCOM (2nd Award) and AAM; and
   
   c.  adding to item 13 of his DD Form 214 the ARCOM (3rd Award) and the AAM (2nd Award).
