      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests correction of his DD Form 214 (Certificate of
Release or Discharge from Active Duty) to show award of the Combat
Infantryman Badge, the Kuwait Liberation Medal, and the Southwest Asia
Service Medal with two bronze service stars.  He also requests that item 14
(Military Education) on his DD Form 214 be corrected to show that he
completed the Combat Lifesaver Course.

2.  The applicant states he earned these awards while on active duty.  He
also contends, in effect, that he completed the Combat Lifesaver Course in
1989.

3.  The applicant provides a DD Form 215 (Correction to DD Form 214), dated

6 October 1992; a DD Form 214; an Honorable Discharge Certificate from the
U.S. Army Reserve, dated 5 March 1996; a DA Form 1577 (Authorization for
Issuance of Awards), dated 5 October 1992; orders for the Combat
Infantryman Badge; and a certificate of achievement, dated 23 March 1989.

CONSIDERATION OF EVIDENCE:

1.  The applicant is requesting correction of alleged errors which occurred
on
17 April 1991.  The application submitted in this case is dated 9 March
2005.

2.  Title 10, U.S. Code, Section 1552(b), provides that applications for
correction of military records must be filed within 3 years after discovery
of the alleged error or injustice.  This provision of law allows the Army
Board for Correction of Military Records (ABCMR) to excuse failure to file
within the 3-year statute of limitation if the ABCMR determines that it
would be in the interest of justice to do so.  In this case, the ABCMR will
conduct a review of the merits of the case to determine if it would be in
the interest of justice to excuse the applicant’s failure to timely file.

3.  The applicant enlisted on 4 October 1988, served as an infantryman in
Southwest Asia from 1 September 1990 to 29 March 1991, and was released
from active duty on 17 April 1991.

4.  The applicant's DD Form 214 shows the Army Service Ribbon, the National
Defense Service Medal, and the Army Lapel Button as authorized awards.
Item 14 on his DD Form 214 shows the entry, "NONE//NOTHING FOLLOWS."

5.  The applicant provided a certificate of achievement, dated 23 March
1989, which shows he completed the Combat Lifesaver Course during the
period
13-17 March 1989.

6.  Headquarters, 24th Infantry Division (Mechanized) Permanent Orders 11-
76, dated 22 March 1991, show the applicant received the Combat Infantryman
Badge.

7.  A DD Form 215, dated 6 October 1992, amended the applicant's DD Form
214 to show the Southwest Asia Service Medal with two bronze service stars
and the Kuwait Liberation Medal as authorized awards.  Therefore, this
portion of the applicant's request will not be discussed further in these
Proceedings.

8.  Army Regulation 635-5 states, in pertinent part, that item 14 will list
formal in service training courses of 40 hours or more successfully
completed during the period of service covered by title, length in weeks,
and month and year completed.  This information is to assist the Soldier
after separation in job placement and counseling; therefore, training
courses for combat skills are not listed.  Informal research revealed that
the Combat Lifesaver Course is a basic medical care course for unit
nonmedical personnel.

DISCUSSION AND CONCLUSIONS:

1.  Orders show the applicant received the Combat Infantryman Badge.

2.  Evidence of record shows the applicant completed the Combat Lifesaver
Course in 1989.  Although training courses for combat skills are not listed
on the DD Form 214, this course is not solely a training course for combat
skills and will be shown in item 14 on his DD Form 214 as an exception to
regulation.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant
a recommendation for relief and to excuse failure to timely file.  As a
result, the Board recommends that all Department of the Army records of the
individual concerned be corrected by:

      a.  amending item 13 (Decorations, Medals, Badges, Citations and
Campaign Ribbons Awarded or Authorized) on his DD Form 214 to show that he
was awarded the Combat Infantryman Badge; and


      b.  deleting the entry, "NONE//NOTHING FOLLOWS" in item 14 on his DD
Form 214; and


      c.  adding the entry "Combat Lifesaver Course, 1 week, 1989" in item
14 on his DD Form 214.
