THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests that his award of the Army Reserve Component Achievement Medal (ARCAM) be added to his DD Form 214 (Certificate of Release or Discharge from Active Duty). 

2.  The applicant states his award of the ARCAM was given after his retirement date.

3.  The applicant provides a copy of his DD Form 214, retirement orders, and a copy of the memorandum awarding him the ARCAM.

CONSIDERATION OF EVIDENCE:

1.  The applicant was serving in the Florida Army National Guard when he was ordered to active duty on 22 November 2007 in the Active Guard Reserve (AGR) program.

2.  He served until he was retired by reason of permanent disability on 13 June 2011.  His DD Form 214 issued at the time of his retirement shows that he was awarded the Sea Service Deployment Ribbon (2nd Award), U.S. Navy “E” Ribbon, Marine Corps Good Conduct Medal, National Defense Service Medal (2nd Award), Global War on Terrorism Service Medal, Army Service Ribbon, Armed Forces Reserve Medal with “M” Device, and the Parachutist Badge.  

3.  On 20 June 2011, the applicant was awarded the ARCAM (1st Award) for the period 20060405 – 20090404.
4.  Army Regulation 600-8-22 (Military Awards) states the Army Reserve Components Achievement Medal is authorized for award to Army personnel, including Active Guard Reserve officers, in the rank of colonel and below for exemplary behavior, efficiency, and fidelity while serving as a member of an Army National Guard or Army Reserve troop program unit or as an individual mobilization augmentee.  Soldiers mobilized or ordered to active duty in the AGR program are not eligible for award of the ARCAM.

DISCUSSION AND CONCLUSIONS:

1.  The applicant was awarded the ARCAM (1st Award) for the period 20060405 through 20090404; however, it does not appear that he met the regulatory requirements for that award because he served on active duty for the greater portion of the time in the AGR and therefore is not entitled to have that award added to his DD Form 214.

2.  Accordingly, in the absence of evidence to show otherwise, it should not be added to his DD Form 214 at this time.
