THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests reconsideration of his previous request for award of the Presidential Unit Citation.

2.  The applicant states his unit in Vietnam was awarded the Presidential Unit Citation but his previous request was denied due to the incorrect year of 1966 and not 1967 that was listed in Department of the Army (DA) Pamphlet 672-3 (Unit Citation and Campaign Participation Credit Register).

3.  The applicant provides:

* DA General Orders (DAGO) Number 59, dated 21 October 1968
* DD Form 149 (Application for Correction of Military Record), dated 1 March 2011, with supporting documents
* two letters
* DD Form 215 (Correction to DD Form 214)
* a photograph of an award and battle streamers
* two pages of an award recommendation
* two pages of hand drawn maps

CONSIDERATION OF EVIDENCE:

1.  Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20110005560 on 20 September 2011.
2.  As new evidence the applicant provides DAGO Number 59, dated 1968, wherein it shows the 2nd Battalion, 12th Infantry Regiment was awarded the Presidential Unit Citation for extraordinary heroism in Vietnam on 21 March 1967.

3.  The applicant's records show he was inducted into the Army of the United States on 15 December 1965 and he held military occupational specialty 11D (Armor Intelligence Specialist).  He served in Vietnam as follows:

* 22 September 1966 - 8 May 1967, assigned to Headquarters and Headquarters Company, 2nd Battalion, 12th Infantry
* 9 May - 9 August 1967, assigned to the Security Guard Company, Special Troops, U.S. Army Vietnam

4.  He was honorably released from active duty on 14 December 1967 and transferred to the U.S. Army Reserve.  He completed 2 years of creditable active service.  

5.  The DD Form 214 (Armed Forces of the United States Report of Transfer or Discharge) he was issued does not show the Presidential Unit Citation.

6.  DA Pamphlet 672-3 lists the awards received by units serving in Vietnam.  This pamphlet shows the 2nd Battalion, 12th Infantry, was cited for the Presidential Unit Citation for 21 March 1966 by DAGO Number 59, dated 1969.  However, a review of this DAGO shows this information is incorrect.  DAGO Number 59, dated 1968, shows the 2nd Battalion, 12th Infantry, was cited for the Presidential Unit Citation for 21 March 1967.

DISCUSSION AND CONCLUSIONS:

The evidence of record confirms GO awarded his unit in Vietnam the Presidential Unit Citation during a period he was assigned to the unit.  Therefore, he is entitled to correction of his DD Form 214 to show this unit award.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant amendment of the ABCMR’s decision in Docket Number AR20110005560, dated 20 September 2011.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by adding the Presidential Unit Citation to his DD Form 214.
