IN THE CASE OF:
BOARD DATE: 19 July 2012
DOCKET NUMBER: AR20120001198
THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:
1. Application for correction of military records (with supporting documents provided, if any).
2. Military Personnel Records and advisory opinions (if any).
THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests his DD Form 214 (Certificate of Release or Discharge from Active Duty) be corrected to reflect that he completed his initial entry training and was awarded the primary specialty of a Patriot Launching Station Enhanced Operator/Maintainer.
2. The applicant states his DD Form 214 reflects that his primary specialty was an 09B1O (Trainee), unassigned; however, he completed his basic and advanced individual training twice and was never awarded his certificate because of his medical disability.
3. The applicant provides a copy of his DD Form 214.
CONSIDERATION OF EVIDENCE:
1. The applicant enlisted in the Regular Army on 14 August 2007 for a period of 3 years. He was trained as a Patriot Launching Station Enhanced Operator/Maintainer. He was transferred to Fort Bliss, Texas to undergo his one-station unit training (OSUT).
2. On 18 June 2009, a Physical Evaluation Board (PEB) was convened at Fort Lewis, Washington and determined that the applicant was unfit for further service due to post-concussive migraine headaches. The PEB recommended that he be discharged with severance pay with a 0 percent disability rating. The applicant concurred with the findings and recommendations of the PEB and waived a formal hearing of his case.
3. On 30 June 2009, he was honorably discharged under the provisions of Army Regulation 635-40 due to disability with severance pay. He had served 1 year, 10 months, and 17 days of active service and received $8,397.00 in severance pay benefits.
4. His DD Form 214 issued at the time of his discharge reflects that his primary specialty was that of an 09B1O Trainee, unassigned and he was still assigned to a training unit. It also reflects no military education.
5. A review of his official records failed to show any orders awarding him a primary specialty or a course completion certificate indicating that he had completed his initial entry training.
DISCUSSION AND CONCLUSIONS:
1. The applicants contentions that he completed his initial entry training have been noted.
2. The applicant has failed to show, through the evidence submitted with his application and the evidence of record, that he completed his initial entry training and was awarded the primary specialty of a Patriot Launching Station Enhanced Operator/Maintainer.
3. Therefore, there appears to be no basis to grant his request.
BOARD VOTE:

BOARD DETERMINATION/RECOMMENDATION:

are insufficient as a basis for correction of the records of the individual concerned.
