THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests payment of his Army National Guard (ARNG) Selected Reserve Incentive Program (SRIP) bonus.
2. The applicant states he signed an enlistment contract for a $7,500 bonus, but his bonus paperwork was incorrect. He has not received his bonus.
3. The applicant provides:

* DD Form 214 (Certificate of Release or Discharge from Active Duty)
* 2 DA Forms 1059 (Service School Academic Evaluation Report), dated 19 June and 1 July 2010
* Orders 210-010, Department of Military Affairs, Boone National Guard Center, Frankfort, KY, dated 29 July 2010, awarding military occupational specialty (MOS) 21W10 (Carpentry/Masonry Specialist)
CONSIDERATION OF EVIDENCE:
1. The applicant served in the Regular Army from 29 January 2003 through 11 November 2008. On 30 September 2008, while still on active duty, the applicant enlisted in the KYARNG, effective 12 November 2008 for:
* 3 years
* MOS 21W
* assignment to 149th Engineer Company, Cynthiana, KY
2. In conjunction with his enlistment he completed Annex X to the DD Form 4 (Prior Service Enlistment Bonus (PSEB)) Addendum for a "First 3-Year" PSEB in a Critical Unit Identification Code (CUIC) in the amount of $7,500.
3. A KYARNG memorandum requests that the NGB grant the applicant an exception to policy to allow him to receive an SRIP bonus. The memorandum states:
* with bad advice, he signed for a 3-year PSEB for which he did not qualify, instead of a 6-year bonus, for which he was qualified
* he signed on 30 September 2008 as Duty MOS Qualified (DMOSQ) for service in a CUIC
* however, he was not DMOSQ and the UIC was not critical
* he should have been advised to enlist for 6 years and sign a 6-year bonus
* this error is the fault of the Reserve Component Career Counselor
4. An NGB memorandum responded to the KYARNG memorandum by disapproving the request for an exception to policy. It stated:
* the applicant was not qualified to receive the 3-year, $7,500 prior service CUIC bonus for which he enlisted
* when the applicant enlisted, a 6-year, $15,000 prior service CUIC bonus was offered
* however, the applicant did not qualify for that because he only enlisted for 3 years
5. The above NGB memorandum denied the KYARNG request for an exception to policy, but recommended the applicant apply to this Board.
6. On 22 June 2011, the applicant extended his 3-year ARNG enlistment by 1 year, making his new expiration term of service date 11 November 2012.
7. National Guard Regulation 600-7 (SRIP) and various policy memoranda govern the administration of the ARNG SRIP. The purpose of the program is to assist ARNG leadership in meeting personnel readiness requirements by targeting personnel strength and readiness issues. Critical shortages identified through Unit Status Reports are used to focus the incentive program to specific units and MOSs.
DISCUSSION AND CONCLUSIONS:
1. The applicant requests payment of his SRIP bonus.
2. The applicant signed a bonus addendum to his enlistment contract in which he agreed to serve 3 years in a specific critical MOS in the 149th Engineer Company, supposedly a CUIC. However, neither his MOS nor the unit of assignment was designated as critical at that time.
3. The NGB memorandum points out the applicant could have enlisted for a
6-year, $15,000 SRIP in 2008. However, he enlisted for 3 years (with a
1-year extension).
4. The applicant is not entitled to an SRIP.
