THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests that his records be corrected by showing the second award of the Army Superior Unit Award (ASUA) and the third award of the Meritorious Service Medal (MSM).

2.  He states:

* the MSM was awarded to him after he departed on terminal leave 
* he was unaware the unit he was assigned to was awarded the ASUA until he saw a former Soldier after he retired

3.  The applicant provides:

* DD Form 214 (Certificate of Release or Discharge from Active Duty)
* three MSM certificates
* orders
* a memorandum

CONSIDERATION OF EVIDENCE:

1.  The applicant's record shows prior to being ordered to active duty in the U.S. Army Reserve Active Guard Reserve program, on 26 March 1997, he had served in the U.S. Marine Corps and the South Carolina Army National Guard.



2.  He submitted:

   a.  a memorandum from Headquarters, U.S. Army Recruiting Command, Fort Knox, KY, dated 26 July 2001, which shows the U.S. Army Recruiting Command was awarded the ASUA for the period 1 October 1999 to 1 October 2000.

   b.  Permanent Orders 337-18, U.S. Army Human Resources Command, Alexandria, VA, dated 2 December 2008, which shows the 90th Regional Readiness Command was awarded the AUSA for the period 1 November 2004 to 1 February 2006.

	c.  three certificates which show:

		(1)  Permanent Order Number 248-2, U.S. Army Recruiting Command, Fort Knox, KY, dated 5 September 2001, awarded him the MSM for the period 15 May 1997 to 1 October 2001.

		(2)  Permanent Order Number 206-2, U.S. Army Recruiting Command, Fort Knox, KY, dated 25 July 2006, awarded him the MSM for the period 10 May 2005 to 15 August 2006.

		(3)  Permanent Orders Number 326-006, U.S. Army Reserve Command, Fort McPherson, GA, dated 22 November 2010, awarded him the MSM for the period 2 January 2001 to 1 January 2011.

	d.  Orders Number R-10-375916, U.S. Army Human Resources Command, dated 1 October 2003, which show he was ordered to active duty in the Active Guard Reserve program, effective 15 December 2003, and assigned to the 90th Regional Support Command, Little Rock, AR.

   e.  Orders Number R-02-571913, U.S. Army Human Resources Command, dated 28 February 2005, which show he was ordered to active duty in the Active Guard Reserve Program and assigned to the 90th Regional Support Command, Little Rock, AR, effective 20 June 2005.

3.  On 30 November 2010, he was honorably retired after completing 25 years and 22 days of active service.  The DD Form 214 he was issued shows, in part, he was awarded the Meritorious Service Medal (2nd Award) and one award of the Army Superior Unit Award.

4.  General Orders Number 29, issued by Headquarters, Department of Army, dated 31 December 2001, show Headquarters, Department of the Army, to include the U.S. Army Recruiting Command, was awarded the ASUA for the period 1 October 1999 to 1 October 2000.

DISCUSSION AND CONCLUSIONS:
1.  Permanent orders awarded the U.S. Army Recruiting Command and the 90th Regional Readiness Command the ASUA while the applicant was assigned to these units.  Therefore, he is entitled to correction of his DD Form 214 to show the ASUA (2nd Award).

2.  Evidence of record shows he was awarded three MSMs.  Therefore, he is entitled to have his DD Form 214 corrected to show the MSM (3rd Award).

BOARD DETERMINATION/RECOMMENDATION:

The Board determined the evidence presented was sufficient to warrant a recommendation for relief.  As a result, the Board recommends that all Department of the Army records of the individual be corrected by deleting from his DD Form 214 the Meritorious Service Medal (2nd Award) and the Army Superior Unit Award and adding the Army Superior Unit Award (2nd Award) and Meritorious Service Medal (3rd Award).
