THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests correction of item 25 (Education and Training Completed) of his DD Form 214 (Armed Forces of the United States Report of Transfer or Discharge) to show he completed training in 1969 instead of 1970.
2. He states there was a mistake made on his DD Form 214.
3. He provides his DD Form 214.
CONSIDERATION OF EVIDENCE:
1. Title 10, U.S. Code, section 1552(b), provides that applications for correction of military records must be filed within 3 years after discovery of the alleged error or injustice. This provision of law also allows the Army Board for Correction of Military Records (ABCMR) to excuse an applicants failure to timely file within the 3-year statute of limitations if the ABCMR determines it would be in the interest of justice to do so. While it appears the applicant did not file within the time frame provided in the statute of limitations, the ABCMR has elected to conduct a substantive review of this case and, only to the extent relief, if any, is granted, has determined it is in the interest of justice to excuse the applicants failure to timely file. In all other respects, there are insufficient bases to waive the statute of limitations for timely filing.
2. The applicant enlisted in the Regular Army on 5 May 1969. He completed basic combat training at Fort Benning, GA and was reassigned to Aberdeen Proving Ground (APG), MD in July 1969 for training in military occupational specialty (MOS) 63H2O (Engine and Powertrain Repairman).
3. His DA Form 20 (Enlisted Qualification Record) shows in:
* item 22 (MOSs) he was awarded MOS 63H2O on 7 October 1969
* item 27 (Military Education) he completed 14 weeks of training as an Engine and Powertrain Repairman in 1969
* item 38 (Record of Assignments) he was reassigned to Vietnam on 15 December 1969 as an Engine and Powertrain Repairman
4. He was released from active duty on 13 January 1972 and he was transferred to the U.S. Army Reserve Control Group (Reinforcement) to complete his remaining Reserve obligation. His DD Form 214 shows in:
* item 23a (Specialty Number and Title) - he was awarded specialty number as 63H2O as an Engine and Powertrain Repairman on 7 October 1969
* item 25 - he completed the Engine and Powertrain Repairman Course at the U.S. Army Ordnance Center and Repairman, APG, MD in 1970
5. Army Regulation 635-5 (Separation Documents) governs the preparation of the DD Form 214. It states the DD Form 214 is a synopsis of a Soldier's most recent period of continuous active duty. It provides a brief, clear-cut record of active Army service at the time of release from active duty, retirement or discharge. The version in effect at the time directed Item 25 would list service schools, including major courses which were successfully completed, and military sponsored courses completed in civilian schools and colleges during the period covered by the DD Form 214.
DISCUSSION AND CONCLUSIONS:
1. The evidence of record shows the applicant completed training as an Engine and Powertrain Repairman and he was awarded MOS 63H2O in October 1969. However, his DD Form 214 erroneously reflects he completed training in 1970.
2. It appears that an administrative error occurred at the time his training was entered on his DD Form 214. Therefore, it would be appropriate to correct his DD Form 214 to show he completed training in 1969 instead of 1970.

BOARD DETERMINATION/RECOMMENDATION:
The Board determined that the evidence presented was sufficient to warrant a recommendation for relief. As a result, the Board recommends that the DD Form 214 of the individual concerned be corrected by:
a. deleting from item 25 the entry "ENGINE & POWERTRAIN REPAIRMAN 63H2O USA ORDNANCE CENTER, ABERDEEN PROVING GROUND, MARYLAND 14 WEEKS 1970"; and
b. adding to item 25 the entry "ENGINE & POWERTRAIN REPAIRMAN 63H2O USA ORDNANCE CENTER, ABERDEEN PROVING GROUND, MARYLAND 14 WEEKS 1969."
