THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests the Army Good Conduct Medal be added to his DD Form 214 (Certificate of Release or Discharge from Active Duty) for the period ending 16 March 2010.
2. The applicant states, in effect, he was awarded the medal on 17 February 2010.
3. The applicant provides:

CONSIDERATION OF EVIDENCE:
1. From the U.S. Army Reserve, he was ordered to active duty on 16 March 2009 in support of Operation Enduring Freedom. He served in Afghanistan from 10 June 2009 to 11 February 2010. On 16 March 2010, he was released from active duty.
2. His DD Form 214 for the period ending 16 March 2010 does not show the Army Good Conduct Medal as an authorized award.
3. There are no orders for the Army Good Conduct Medal in the available records.
4. There is no evidence he received the first award of the Army Good Conduct Medal. There also is no evidence he was disqualified by his chain of command from receiving the Army Good Conduct Medal.
5. His Noncommissioned Officer Evaluation Report covering the period
16 March 2009 through 15 February 2010 shows he was rated "Among the Best" by his senior rater.
6. He provided a memorandum, dated 17 February 2010, from the S1, Officer-in-Charge, at Riley Mobilization Deployment Brigade, Fort Riley, KS. This memorandum requests that an announcement be made to award the applicant the Army Good Conduct Medal (1st Award) for exemplary conduct, efficiency, and fidelity during a period of active Federal service from 16 March 2009 to
16 March 2010.
7. Army Regulation 600-8-22 (Military Awards) states the Army Good Conduct Medal is awarded to individuals who distinguish themselves by their conduct, efficiency, and fidelity during a qualifying period of active duty enlisted service. This period is 3 years except in those cases when the period for the first award ends with the termination of a period of Federal military service. Although there is no automatic entitlement to the Army Good Conduct Medal, disqualification must be justified.
8. By message dated 8 February 2005, the Military Awards Branch, U.S. Army Human Resources Command, provided clarification on award of the Army Good Conduct Medal. It stated Reserve Component (RC) Soldiers mobilized onto active duty under Title 10 are performing "active Federal military service" and are therefore eligible to be awarded the Army Good Conduct Medal. The qualifying periods of service must be continuous enlisted active Federal service. The period of service for the Army Good Conduct Medal begins and the Army Reserve Components Achievement Medal ends the first day the mobilized RC Soldier is serving on active duty. The period of service for the Army Good Conduct Medal ends the last day the mobilized RC Soldier is on active duty.
DISCUSSION AND CONCLUSIONS:
The memorandum provided by the applicant is accepted as sufficient evidence on which to amend his DD Form 214 for the period ending 16 March 2010 to add the Army Good Conduct Medal (1st Award).
