THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests correction of her DD Form 214 (Certificate of Release or Discharge from Active Duty) to show her service in a hostile fire/imminent danger pay (HF/IDP) area from 1 February through 31 March 2000.

2.  The applicant states she served in Kuwait during the time period listed above.

3.  The applicant provides her DD Form 214, orders, and an Eligibility Report.

CONSIDERATION OF EVIDENCE:

1.  Having had prior enlisted service, on 9 September 1990, the applicant executed an oath of office and she was appointed as a U.S. Army Reserve (USAR) Army Nurse Corps second lieutenant with a call to active duty on the same date.  She served in staff and leadership positions and she attained the rank/grade of lieutenant colonel (LTC)/O-5.

2.  She was honorably retired from active duty on 30 September 2010 in the rank of LTC.  The DD Form 214 she was issued shows she completed 20 years and 22 days of creditable active service.  Item 12f (Foreign Service) of her DD Form 214 shows the entry “0000  00  00.”  Item 18 (Remarks) is void of any entry indicating she served in an HF/IDP area during her Army service.


3.  During the processing of this case, the Defense Finance and Accounting Service (DFAS) verified that the applicant received HF/IDP for service in Kuwait from 28 January through 13 March 2000, which equates to 1 month and 15 days of foreign service.

4.  Army Regulation 635-5 (Separation Documents) states, in pertinent part, that for active duty Soldiers deployed with his or her unit during their continuous period of active service enter in:

* item 12f, the total amount of foreign service completed during the period covered by the DD Form 214
* item 18, enter the statement "Service in (Name of Country Deployed) From (inclusive dates for example YYYYMMDD-YYYYMMDD)"

DISCUSSION AND CONCLUSIONS:

1.  The evidence of record shows the applicant served in Kuwait from 28 January through 13 March 2000 which is not shown on her DD Form 214.  Therefore, she is entitled to correction of her DD Form 214 to show her foreign service and the dates of her service in Kuwait.

2.  With respect to her request to have her DD Form 214 corrected to show her service in an HF/IDP area from 1 February through 31 March 2000, the evidence of record shows she served in Kuwait from 28 January through 13 March 2000.  Therefore, she is not entitled to the full relief requested.

BOARD DETERMINATION/RECOMMENDATION:

1.  The Board determined that the evidence presented was sufficient to warrant a recommendation for partial relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by:

	a.  deleting from item 12f of her DD Form 214 the entry "0000  00  00" and replacing it with the entry "0000  01  15"; and

	b.  adding to item 18 of her DD Form 214 the entry "Service in Kuwait from 20000128 - 20000313."

2.  The Board further determined that the evidence presented was insufficient to warrant a portion of the requested relief.  As a result, the Board recommends denial of so much of the application that pertains to correcting her DD Form 214 to show her service in an HF/IDP area from 1 February through 31 March 2000.
