THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests reconsideration of earlier requests to:

* add the Humanitarian Service Medal (HSM) to his DD Form 214 (Certificate of Release or Discharge from Active Duty)
* show he completed the International Morse Code Course in item 14 (Military Education) of his DD Form 214

2.  The applicant states:

* he was awarded the HSM for participation in Operation Hawkeye in the Virgin Islands in September 1989
* he completed the International Morse Code Course in 1986 

3.  The applicant provides:

* Military transcript from the Army/American Council on Education
* Standard Form 180 (Request Pertaining to Military Records)

CONSIDERATION OF EVIDENCE:

1.  Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20100013580 on 26 October 2010.

2.  The military transcript provided by the applicant is new evidence which will be considered by the Board.

3.  He enlisted in the Regular Army on 20 March 1986.  He completed his training and was awarded military occupational specialty 31C (single channel radio operator).  He served in Southwest Asia from 5 September 1990 to 2 April 1991 and was released from active duty on 19 July 1993.  

4.  Item 13 (Decorations, Medals, Badges, Citations and Campaign Ribbons Awarded or Authorized) of his DD Form 214 does not show the HSM as an authorized award.  Item 14 of his DD Form 214 does not show he completed the International Morse Code Course.   

5.  Item 9 (Awards, Decorations and Campaigns) of his DA Form 2-1 (Personnel Qualification Record) shows entitlement to one award of the HSM.

6.  His service personnel records contain a letter, dated 16 July 1990, from the Commander, 82nd Airborne Division at Fort Bragg, NC.  This letter states the HSM was approved for the troopers who participated in Operation Hawkeye in Puerto Rico and the U.S. Virgin Islands from 20 September to 22 November 1989.  The applicant's name is listed on the unit roster for Operation Hawkeye. 

7.  He provided an Army/American Council on Education Registry transcript which shows he completed the International Morse Code Course at the Signal School at Fort Gordon, GA.  The duration of this course was 3 November 1986 to 5 December 1986.

8.  Army Regulation 635-5 (Separation Documents) prescribes the separation documents prepared for Soldiers upon retirement, discharge, or release from active military service or control of the Army.  It establishes standardized policy for the preparation of the DD Form 214.  It states item 14 will list formal in-service (full-time attendance) training courses successfully completed during the period of service covered by title, length in weeks, and year completed.  

DISCUSSION AND CONCLUSIONS:

1.  The entry in item 9 of his DA Form 2-1 and the letter which shows he was awarded the HSM for participation in Operation Hawkeye are accepted as sufficient evidence on which to add the HSM to his DD Form 214. 




2.  The military transcript provided by the applicant that shows he completed the 5-week International Morse Code Course in 1986 is accepted as sufficient evidence on which to amend item 14 of his DD Form 214 to show he completed this course.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant amendment of the ABCMR’s decision in Docket Number AR20100013580, dated 26 October 2010.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by:

	a.  adding the HSM to item 13 of his DD Form 214 and

	b.  adding to item 14 of his DD Form 214 the entry "International Morse Code Course, 5 Weeks, 1986."
