      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests award of the Humanitarian Service Medal (HSM)
and Southwest Asia Service Medal (SWASM).

2.  The applicant states he was awarded the HSM for participation in
Operation Hawkeye (Hurricane Hugo, U.S. Virgin Islands) on 20 September
1989 while assigned to the 108th Military Police (MP) Company, 503rd MP
Battalion,
16th MP Brigade.  He also maintains that he was awarded the SWASM for
participation in Operation Desert Shield/Desert Storm from 21 August 1990
to
30 March 1991.  The applicant said when he returned from Operation Iraqi
Freedom, the supporting documentation for the HSM and SWASM was lost or
removed from his records.  He said that he no longer has any copies of
these awards because he turned the information in to be placed on his
official record.

3.  The applicant does not provide any additional documentation in support
of his application.

CONSIDERATION OF EVIDENCE:

1.  The applicant's records show he enlisted in the Regular Army on 22
August 1986 and served 5 years, 5 months, and 19 days until his release
from active duty on 10 February 1992.  Upon release from active duty, the
applicant enlisted in the Army National Guard.

2.  The applicant’s DD Form 214 (Certificate of Release or Discharge from
Active Duty) shows the period of service from August 1986 to February 1992.
 There are no dates listed on this document to verify his deployment in
support of Hurricane Hugo or Operation Desert Shield/Desert Storm.
Additionally, there are no deployment orders, certificates or awards
documenting his participation in Hurricane Hugo or Operation Desert
Shield/Desert Storm.  However, the applicant's name is listed on the Gulf
War Roster.  This roster shows that the applicant was deployed from 1
September 1990 to 24 March 1991.

3.  Army Regulation 600-8-22 (Military Awards) provides, in pertinent part,
that the Humanitarian Service Medal is awarded to members who distinguished
themselves by meritorious direct participation in a Department of Defense
approved significant military act or operation of a humanitarian nature.  A
service member must be on active duty at the time of direct participation,
must have directly participated in the humanitarian act or operation within
the designated geographical area of operation and within specified time
limits, and must provide evidence that substantiates direct participation.
4.  Army Regulation 600-8-22 (Military Awards) provides that service in the
Persian Gulf War is to be recognized by award of the Southwest Asia Service
Medal to Army members who participated in Operation Desert Shield/Desert
Storm in the designated area on or after 2 August 1990.

DISCUSSION AND CONCLUSIONS:

1.  There is no evidence and the applicant did not provide any to
substantiate his participation in Hurricane Hugo.  Consequently, there is
no basis to award him the HSM.

2.  The Gulf War Roster shows the applicant was deployed from
1 September 1990 to 24 March 1991.  Therefore, based on the evidence
provided, he is entitled to the award of the SWASM.

BOARD DETERMINATION/RECOMMENDATION:

1.  The Board determined that the evidence presented was sufficient to
warrant a recommendation for partial relief.  As a result, the Board
recommends that all Department of the Army records of the individual
concerned be corrected by awarding him the Southwest Asia Service Medal.

2.  The Board further determined that the evidence presented is
insufficient to warrant a portion of the requested relief.  As a result,
the Board recommends denial of so much of the application that pertains to
the Humanitarian Service Medal.
