THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests reconsideration of his previous request to correct item 14 (Military Education) of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show the Basic Airborne Course.

2.  The applicant states the course was overlooked when his DD Form 214 was prepared.

3.  As new evidence, the applicant provides two orders, his DA Form 1307 (Individual Jump Record), and a certificate.

CONSIDERATION OF EVIDENCE:

1.  Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20090016788 on 23 March 2010.

2.  The applicant's records show he enlisted in the U.S. Army Reserve (USAR) on 14 January 1993 as a cadet.  On 5 May 1995, he was appointed as a Reserve officer in the USAR. 

3.  On 30 July 1995, he entered active duty for training.  He completed the signal officer basic course on 9 December 1995 and he was honorably released from active duty and transferred to the USAR Control Group (Annual Training).

4.  Item 13 (Decorations, Medals, Badges, Citations and Campaign Ribbons Awarded or Authorized (All Periods of Service)) of the DD Form 214 he was issued for this period of service shows "none" and item 14 (Military Education) of his DD Form 214 shows "none."

5.  DD Form 215 (Correction to DD Form 214), dated 27 April 2010, corrected item 14 of his DD Form 214 to show "Signal Officer Basic Course, 18 Weeks, 1995."

6.  The applicant provides: 

* Orders 4-420, Headquarters, U.S. Army First Region, Fort Bragg, NC, dated 12 June 1993, authorized him  travel to Fort Benning, GA to attend airborne training
* Permanent Orders 132-122, Headquarters, U.S. Army Infantry Center, Fort Benning, GA, dated 15 July 1993, awarded him the Parachutist Badge
* U.S. Army Infantry School diploma, dated 30 July 1993, shows he successfully completed the Airborne Course

7.  Army Regulation 635-5 prescribes the separation documents prepared for Soldiers upon retirement, discharge, or release from active military service or control of the Army.  It establishes standardized policy for the preparation of the DD Form 214.  In pertinent part, it states the DD Form 214 is a synopsis of the Soldier’s most recent period of continuous active duty.  It provides a brief, clear-cut record of active Army service at the time of release from active duty, retirement or discharge.

DISCUSSION AND CONCLUSIONS:

1.  The evidence of record shows the applicant attended the Airborne Course while in a cadet status, completed the course on 30 July 1993, and he was awarded the Parachutist Badge.  Therefore, he is entitled to correction of his DD Form 214 to show this award.

2.  With respect to adding the Airborne Course to his DD Form 214, unlike awards that are listed for all periods of service, course attendance is only listed for those courses completed during the period covered by the DD Form 214.  Therefore, he is not entitled to correction of his DD Form 214 to show this course.

BOARD DETERMINATION/RECOMMENDATION:

1.  The Board determined that the evidence presented was sufficient to warrant a recommendation for partial amendment of the ABCMR’s decision in Docket Number AR20090016788, dated 23 March 2010.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by adding to item 13 of his DD Form 214 the "Parachutist Badge."

2.  The Board further determined that the evidence presented is insufficient to warrant a portion of the requested relief.  As a result, the Board recommends denial of so much of the application that pertains to amendment of the ABCMR’s decision in Docket Number AR20090016788, dated 23 March 2010, to add the Airborne Course to item 14 of his DD Form 214.
