THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show award of the North Atlantic Treaty Organization (NATO) Medal and the Meritorious Unit Commendation.  

2.  He states the following:

* He was awarded the Non Article 5 NATO Medal for service with NATO in relation to the International Security Assistance Force (ISAF) Operation during his deployment to Afghanistan from July 2006 to July 2007
* He was recently notified that the 224th Military Intelligence Battalion was awarded the Meritorious Unit Commendation for service during the period 1 June 2008 through 6 July 2009.  He was assigned to this unit from 
15 April 2008 through 30 September 2008

3.  He provides the following documents in support of his application:

* DD Form 214
* Certificate for award of the NATO Medal
* Deployment Orders, dated 10 July 2006 and 28 April 2008
* Memorandum for the Combined Joint Task Force 82, dated 1 July 2007
* Orders awarding the Meritorious Unit Commendation, dated 24 September 2009
* Orders attaching him to the 224th Military Intelligence Battalion, dated 18 April 2008
* Two Memoranda for Record
CONSIDERATION OF EVIDENCE:

1.  The applicant enlisted in the Regular Army on 19 November 2003.  

2.  Order 191-501, dated 10 July 2006, shows he was deployed to Afghanistan in support of Operation Enduring Freedom with a proceed date of 17 July 2006.  

3.  His DD Form 214 shows he served in Afghanistan from 17 July 2006 to 18 July 2007.  

4.  His certificate shows he was awarded the Non Article 5 NATO Medal for service with NATO in relation to the ISAF Operation during the period 5 October 2006 to 21 July 2007.  

5.  Orders 109-305, dated 18 April 2008, show he was attached to the 224th Military Intelligence Battalion, Hunter Army Airfield, GA, with an effective date of 15 April 2008.

6.  Orders 119-549, dated 28 April 2008, show he was assigned to the Aviation Company (Electronic Warfare), 224th Military Intelligence Battalion for deployment in support of Operation Iraqi Freedom with a proceed date of on or about 1 June 2008.  

7.  The Memorandum for Record, dated 24 August 2008, shows the applicant was assigned to Company B, 224th Military Intelligence Battalion and he was authorized to depart the Theater of Operations on or about 24 September 2008.

8.  His DD Form 214 shows he served in Iraq from 31 May through 30 September 2008.

9.  He was released from active duty on 18 November 2008.  His DD Form 214 shows the:

* Iraq Campaign Medal
* Joint Service Commendation Medal
* Army Achievement Medal
* Army Good Conduct Medal
* National Defense Service Medal
* Afghanistan Campaign Medal
* Global War on Terrorism Service Medal
* Army Service Ribbon
* Overseas Service Ribbon (2nd Award)
10.  Permanent Orders 267-46, dated 24 September 2009, show the 224th Military Intelligence Battalion was awarded the Meritorious Unit Commendation for meritorious service in support of Operation Iraqi Freedom during the period 1 June 2008 to 6 July 2009.  

11.  Army Regulation 600-8-22 (Military Awards) states the NATO Medal was authorized by the Secretary-General of the North Atlantic Treaty Organization for specific NATO operations.  The Secretary of Defense may approve acceptance and wear by U.S. service members who meet the criteria specified by the Secretary-General of NATO.  The following missions/operations have been approved by the Secretary of Defense for acceptance and wear of the NATO Medal:  (1) Operations related to the former Republic of Yugoslavia (14 November 1995 to a date to be determined); (2) Operations related to Kosovo (13 October 1998 to a date to be determined); (3) Operation EAGLE ASSIST (12 October 2001 to 16 May 2002); (4) Operation ACTIVE ENDEAVOR (26 October 2001 to a date to be determined); (5) International Security Assistance Force (ISAF) in Afghanistan (1 June 2003 to a date to be determined); and (6) Operations in the Balkans (1 January 2003 to a date to be determined). 

12.  Army Regulation 600-8-22 states in part that a bronze service star is authorized for wear with the Afghanistan Campaign Medal for participation in each credited campaign.  Approved designated Afghanistan campaigns are:

* Liberation of Afghanistan (11 September 2001-30 November 2001)
* Consolidation I (1 December 2001-30 September 2006)
* Consolidation II (1 October 2006-date to be determined)

13.  Army Regulation 600-8-22 states, in part, that a bronze service star is authorized for wear with the Iraq Campaign Medal for participation in each credited campaign.  Approved campaigns are:

* Liberation of Iraq (19 March 2003-1 May 2003)
* Transition of Iraq (2 May 2003-28 June 2004)
* Iraqi Governance (29 June 2004-15 December 2005)
* National Resolution (16 December 2005-9 January 2007)
* Iraqi Surge (10 January 2007-31 December 2008)
* Iraqi Sovereignty (1 January 2009-date to be determined)



DISCUSSION AND CONCLUSIONS:

1.  The applicant served in Afghanistan from 17 July 2006 to 18 July 2007 in support of Operation Enduring Freedom.  

2.  His certificate shows he was awarded the NATO Medal for service with NATO operations in relation to the ISAF Operation during the period 5 October 2006 to 21 July 2007.  Therefore, this medal should be added to his DD Form 214.  

3.  The evidence of record shows he was assigned to the 224th Military Intelligence Battalion during his deployment to Iraq from 31 May through 30 September 2008.  Orders published on 24 September 2009 authorized award of the Meritorious Unit Commendation to the 224th Military Intelligence Battalion during the period 1 June 2008 to 6 July 2009 in support of Operation Iraqi Freedom.  Since the applicant was assigned to this unit during this period, it would be appropriate to amend his DD Form 214 to show the Meritorious Unit Commendation.

4.  The applicant's DD Form 214 currently reflects the Afghanistan Campaign Medal.  Additionally, he is eligible for credit for participation in the Consolidation I and Consolidation II campaigns.  Therefore, his DD Form 214 should be amended to reflect two bronze service stars for wear on his Afghanistan Campaign Medal.  

5.  His DD Form 214 also reflects the Iraq Campaign Medal.  Additionally, he is eligible for credit for participation in the Iraqi Surge campaign.  Therefore, his DD Form 214 should be amended to reflect one bronze service star for wear on his Iraq Campaign Medal.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant a recommendation for relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by amending his DD Form 214 by:

	a.  adding the NATO Medal and the Meritorious Unit Commendation; 

	b.  deleting the Afghanistan Campaign Medal and adding the Afghanistan Campaign Medal with two bronze service stars; and

	c.  deleting the Iraq Campaign Medal and adding the Iraq Campaign Medal with one bronze service star.
