THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests award of constructive service credit (CSC) and an adjustment to his time in grade as a second lieutenant (2LT).

2.  The applicant states he has over 12 months of experience as a civilian Registered Nurse (RN).

3.  The applicant provides a verification of employment letter.

CONSIDERATION OF EVIDENCE:

1.  Having prior service in the Regular Army and the U.S. Army Reserve, he enlisted in the Regular Army on 14 June 2006.

2.  His records show he received a Bachelor of Science degree with a major in nursing on 19 December 2009.

3.  On 28 March 2010, he was discharged for the purpose of accepting a commission in the Regular Army.  He was appointed in the Army Nurse Corps in the rank of 2LT and executed an oath of office on 29 March 2010.

4.  He provides a verification of employment letter that shows he worked as an RN from 7 July 2004 to 25 April 2006.

5.  There is no evidence showing he is in possession of an RN clinical license.

6.  In connection with the processing of this case, an advisory opinion was obtained from the Active Duty Nurse Program Manager, U.S. Army Recruiting Command, Fort Knox, KY.  The Program Manager recommended that the applicant's request be denied.  The opinion states that RN work experience is earned for full-time employment from the date of initial licensure to the board selection date.  The applicant stated he worked as an RN from 7 July 2004 to 25 April 2006.  The opinion concluded the applicant cannot receive work experience credit for full-time employment from serving as an active duty enlisted Soldier.

7.  The advisory opinion was provided to the applicant for comment and/or rebuttal.  No response was received.

8.  Department of Defense Instruction Number 6000.13 (Medical Manpower and Personnel), paragraph 6.1.2.2.5, states credit of one-half year for each year of experience, up to a maximum of 3 years of constructive credit, may be granted for experience in a health profession, if such experience is directly used by the military service concerned.  Creditable experience cannot predate the receipt of licensure, registration, or certification.  Accordingly, volunteer, or student status cannot be credited.

DISCUSSION AND CONCLUSIONS:

1.  The applicant contends that he should be given CSC for prior work experience as an RN.

2.  There is no evidence showing he worked full-time as a licensed RN prior to his commissioning in the Regular Army.  Work experience prior to obtaining a clinical license is not creditable for CSC.

3.  Based on the foregoing, his request should be denied.
