THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests correction of his military records to show he was awarded constructive service credit (CSC) for his Bachelor of Science degree and 4 years of experience as a nurse.

2.  The applicant states he obtained his Bachelor of Science degree in nursing and completed 1 year as a licensed practical nurse and 3 years as a registered nurse prior to entering the U.S. Army as a medical doctor.

3.  The applicant provides copies of:

* Diploma, Dixie State College, Utah, Bachelor of Science in Nursing, dated 25 July 2008
* Official Transcript, Dixie State College, Utah, Bachelor of Science in Nursing, dated 28 July 2008
* Orders A-04-499138, U.S. Army Human Resources Command (HRC), dated 21 April 2014
* Curriculum Vitae for the period 2006 to 2014

CONSIDERATION OF EVIDENCE:

1.  At the time of his application, the applicant was serving in the Regular Army as a captain, Medical Corps, with a date of rank of 16 May 2014.

2.  A DA Form 5074 (Record of Award of Entry Grade Credit (Medical and Dental Officers)) dated 22 November 2013 indicates the applicant was awarded 4 years CSC based on completion of his doctor of medicine degree.  His date of entry on active duty was 16 May 2014.

3.  In the processing of this case, an advisory opinion was obtained from the Medical Corps Program Manager, U.S. Recruiting Command.  The opinion stated the applicant's record was carefully reviewed.  The applicant's time spent as a Bachelor of Science nursing student does not qualify for additional CSC.  Four years of CSC is authorized for completion of the first professional degree which includes a medical doctor degree.  The applicant may not receive any additional credit for his Bachelor's degree in nursing.  Because the skills and work experience listed as a civilian registered nurse and a licensed practical nurse are at a lower degree of what would be required as a Medical Corps officer, they do not qualify for additional CSC.  While they do provide a background of health profession experience, they do not provide direct experience as a medical doctor.

4.  Department of Defense Instruction 6000.13 (Medical Manpower and Personnel) implements policy, assigns responsibilities, and prescribes procedures to carry out medical manpower and personnel programs. The Secretaries of the Military Departments shall administer the procedures.

	a.  Paragraph 6.1 provides that a prospective health professions officer's entry grade and rank within grade shall be determined by the number of years of entry-grade credit awarded on original appointment, designation, or assignment as a health professions officer.  The entry-grade credit to be awarded shall equal the sum of CSC and prior commissioned service credit, except in cases where the total exceeds the maximum credit allowed.

	b.  Paragraph 6.1.2. states a person who begins commissioned service after obtaining the additional education, training, or experience required for appointment, designation, or assignment as an officer in a health profession, with a grade and date of rank comparable to that attained by officers who begin commissioned service after getting a baccalaureate degree and serve for the period of time it would take to obtain the additional education, CSC shall be determined according to the following guidelines:

	c.  Paragraph 6.1.2.2.1. four years of CSC shall be granted for completion of first professional degrees that include medical (M.D.).

	d.  Paragraph 6.1.2.2.2. credit for master’s and doctorate degrees in a health
profession other than medicine and dentistry, whether it is the primary degree or an additional advanced degree, shall be awarded based on actual full-time equivalent education of up to two years for a master’s degree and up to four years for a doctorate.  Credit may not include time spent in attainment of baccalaureate or other lower degrees.  No additional credit may be given for more than one advanced degree in a single field, or closely related field.  The total credit allowed for having both a master’s and a doctorate degree may not exceed the maximum allowed for a doctorate.

	e.  Paragraph 6.1.2.2.5. credit of one-half year for each year of experience, up to a maximum of three years of constructive credit, may be granted for experience in a health profession, if such experience is directly used by the Military Service concerned.  Creditable experience cannot predate the receipt of licensure, registration, or certification.  Accordingly, volunteer or student status cannot be credited.

DISCUSSION AND CONCLUSIONS:

1.  The applicant contends that his military records should be corrected to show he was granted CSC for his Bachelor of Science degree in nursing and for his 
4 years of experience as a nurse.

2.  The evidence shows the applicant was awarded CSC in the amount of 
4 years and entry on active duty beginning in the rank of captain, pay grade O3, Medical Corps.

3.  However, his lower degree in nursing and his experience as a nurse does not qualify for additional CSC because they do not provide direct experience as a medical doctor.

4.  In view of the above, the applicant's request should be denied.
