THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests to be transferred from the Retired Reserve to a troop program unit (TPU).

2.  The applicant states he was unable to accumulate 50 points during retirement year ending (RYE) 2009 due to his civilian job.  He was designated as an emergency essential employee which rendered him unable to participate in Reserve training.  A second civilian permanent change of station that occurred in April 2009 hampered his ability to complete attendance at unit training.  He was released from the U.S. Army Reserve (USAR) and transferred to the Retired Reserve in August 2009.  He subsequently submitted a waiver request together with an attendance plan to the
