THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:
1. The applicant requests correction of his DD Forms 214 (Certificate of Release or Discharge from Active Duty), for the period ending 9 September 1985 and 7 September 1990, to show his primary/additional military occupational specialty (MOS) as 67U (Medium Helicopter Repairer) instead of 67V (Observation/Scout Helicopter Repairer).
2. The applicant states he was previously issued a DD Form 215 (Correction to DD Form 214) but he has lost it. He needs his MOS to show 67U for employment reasons.
3. The applicant did not provide any additional documentary evidence.
CONSIDERATION OF EVIDENCE:
1. Title 10, U.S. Code, section 1552(b), provides that applications for correction of military records must be filed within 3 years after discovery of the alleged error or injustice. This provision of law also allows the Army Board for Correction of Military Records (ABCMR) to excuse an applicant's failure to timely file within the 3-year statute of limitations if the ABCMR determines it would be in the interest of justice to do so. While it appears the applicant did not file within the time frame provided in the statute of limitations, the ABCMR has elected to conduct a substantive review of this case and, only to the extent relief, if any, is granted, has determined it is in the interest of justice to excuse the applicant's failure to
timely file. In all other respects, there are insufficient bases to waive the statute of limitations for timely filing.
2. The applicant requested that his MOS of 67U (Medium Helicopter Repairer) be added to his DD Form 214 for the period ending 9 September 1985 instead of 67V (Observation/Scout Helicopter Repairer) that is currently shown. A DD Form 215, issued on 17 November 1989, corrected his DD Form 214 to show in item 11 the entry "67U Medium Helicopter Repairer, 2 YRS 6 MOS." Therefore, this portion of the applicant's request will not be discussed further in these Proceedings. A copy of the DD Form 215 will be provided to the applicant as an enclosure to these Proceedings.
3. The applicant's records show he enlisted in the Regular Army (RA) for a period of 3 years on 10 September 1982. He completed basic combat and advanced individual training (AIT). After completing the 13-week Medium Helicopter Repairer Course in March 1983 he was awarded MOS 67U.
4. He was honorably released from active duty on 9 September 1985 and he was transferred to the U.S. Army Reserve (USAR) Control Group (Reinforcement) to complete his remaining Reserve obligation.
5. After a break in service, he enlisted in the RA on 20 November 1989. He completed the 12-week Unit Level Communications Maintenance Course and he was awarded MOS 31V.
6. Item 35 (Record of Assignments) of his DA Form 2-1 (Personnel Qualification Record) shows the following entries:
* He was in an AIT status, effective 28 December 1989, for MOS 31V at Battery C, 3rd Battalion, 22nd Field Artillery, Fort Sill, OK
* He was assigned in MOS 31V, effective 30 March 1990, in the principal duty of Unit Level Communication Maintenance, to Service Battery,
1st Battalion, 78th Field Artillery, Fort Sill
7. He was honorably discharged on 7 September 1990 under the provisions of Army Regulation 635-200 (Personnel Separations - Active Duty Enlisted Administrative Separations), chapter 7. The DD Form 214 he was issued for this period of service shows he completed 9 months and 18 days of creditable active service.
8. Item 11 of his DD Form 214 for the period ending 7 September 1990 shows the entries:
* 31V1O Unit Level Communications Maintenance, 5 Months
* 67V1O Observation/Scout Helicopter Repairer. 5 months
9. Item 14 (Military Education) of his DD Form 214 for the period ending
7 September 1990 shows the entries:
* Unit Level Communications Maintenance 12 weeks, May 1990
* Observation/Scout Helicopter Repairer April 1990
10. Army Regulation 635-5 (Separation Documents) establishes the standardized policy for preparing and distributing the DD Form 214. The purpose of the separation document is to provide the individual with documentary evidence of his or her military service. It is important that information entered on the form should be complete and accurate. Chapter 2 contains guidance on the preparation of the DD Form 214 and states for:
a. item 11, show the titles of all MOS's served for at least 1 year and include for each MOS the number of years and months served and
b. item 14, enter the formal in-service (full-time attendance) training courses successfully completed during the period of service covered by the DD Form 214 and include title, length in weeks, and year completed. This information is to assist the Soldier in job placement and counseling; therefore, training courses for combat skills are not listed
11. Army Regulation 611-201 (Military Occupational Specialty and Structure) lists enlisted military occupational specialties and establishes the standards of grade for each MOS. The MOS code is used in records, reports, authorization documents, and other personnel management systems. The first two characters of the MOS are always numbers and the third character is always a letter. The two-digit number is usually (but not always) synonymous with the Career Management Field. MOS 67V described an Observer/Scout Helicopter Repairer and MOS 67U described a Medium Helicopter Repairer.
DISCUSSION AND CONCLUSIONS:
1. The applicant contends his DD Form 214 for the period ending 7 September 1990 should be corrected to show his MOS as 67U instead of 67V.
2. The evidence of record shows that during the applicant's first enlistment, he completed the 67U Medium Helicopter Repairer Course. Upon his release from active duty, this MOS was incorrectly listed on his DD Form 214 for the period ending 9 September 1985 as 67V. However, he was issued a DD Form 215 that corrected his MOS from 67V to 67U.
3. During his second enlistment, his records show he completed the 12-week Unit Level Communications Maintenance Course (MOS 31V) from on or about
28 December 1989 to on or about 30 March 1990. He was then assigned to his unit in this MOS until he was discharged on 7 September 1990. There is no evidence of record that shows he completed training for award of MOS 67V.
4. It appears his DD Form 214 for the period ending on 7 September 1990 erroneously listed MOS 67V in item 11 and completion of the Observation/Scout Helicopter Repairer Course in item 14. This form should be corrected by deleting MOS 67V from item 11 and replacing it with MOS 67U, and deleting the Observation/Scout Helicopter Repairer Course from item 14 without adding anything in its place since the 67U training course was not completed during the period covered by this DD Form 214.

The Board determined that the evidence presented was sufficient to warrant a recommendation for relief. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by:
a. deleting from item 11 of his DD Form 214 for the period ending
7 September 1990 the entry "67V1O Observation/Scout Helicopter Repairer,
5 Months" and replacing it with the entry "67U1O Medium Helicopter Repairer,
5 Months"; and
b. deleting from item 14 of his DD Form 214 for the period ending
7 September 1990 the entry "Observation/Scout Helicopter Course."
