THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

CONSIDERATION OF ADDITIONAL EVIDENCE:

12.  On 5 October 2009, new information was received from the applicant in regard to the decision of the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20080006595, dated 18 September 2008.

13.  The evidence submitted consists of a letter, dated 1 September 2009, from the Support Division, Review Board’s Agency, St. Louis, MO; a copy of his DD Form 215 (Correction to DD Form 214 (Certificate of Release or Discharge from Active Duty)), dated 10 March 2009; a copy of his diploma, dated 28 April 1989, showing completion of the Infantry Officer Basic Course; and a copy of Orders Number 105-024, issued by the U.S. Total Army Personnel Command, Alexandria, VA, on 9 July 1993.

ADDITIONAL DISCUSSION AND CONCLUSIONS:

5.  At the time of the decision in ABCMR Docket Number AR20080006595, dated 18 September 2008, it was the intent of the ABCMR to make the applicant’s record as administratively correct as it should properly have been at the time.

6.  The ABCMR's decision in Docket Number AR20080006595 granted the applicant relief in that it stated he is entitled to the issuance of an Honorable Discharge Certificate that shows the correct branch.  However, it did not specifically state that his branch should be “Infantry.” 


7.  Army Regulation 635-5 (Separation Documents) establishes the standardized policy for preparing and distributing the DD Form 214.  The purpose of the separation document is to provide the individual with documentary evidence of their military service.  Information entered on the form should be complete and accurate. The DD Form 214 is a summary of a Soldier's most recent period of continuous active service to include attendance at basic and advanced training and will be prepared for all personnel at the time of retirement, discharge, or release from active.  Paragraph 2-10 states, in pertinent part, that an Honorable Discharge Certificate is appropriately issued to all Soldiers that are honorably separated.  In the space under “this is to certify that,” enter the name, typed–in capital letters in signature order, followed by the grade and career branch (officer) or component (enlisted) without including the Soldier’s Social Security Number.  Spell out the component if Regular Army (RA); enter other components as Army National Guard of the United States (ARNGUS) or U.S. Army Reserve (USAR).
