THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


CONSIDERATION OF ADDITIONAL EVIDENCE:

7.  On 1 June 2009, new information was received from the applicant in regard to the decision of the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20080018810, dated 14 May 2009.

8.  The evidence submitted consists of a letter wherein the applicant sought clarification of the ABCMR’s corrective action.  Originally, the applicant sought to exchange his Global War on Terrorism Expeditionary Medal (GWOTEM) for the Iraq Campaign Medal (ICM). The applicant submitted proof of his entitlement to the GWOTEM; however, it was not listed on his DD Form 214 (Certificate of Release or Discharge from Active Duty).

ADDITIONAL DISCUSSION AND CONCLUSIONS:

4.  At the time of the decision of the ABCMR in Docket Number AR20080018810, dated 14 May 2009, it was the intent of the ABCMR to make the applicant’s record as administratively correct as it should properly have been at the time.

5.  The ABCMR pointed out in the original Proceedings that guidance issued by Military Awards Branch, U.S. Army Human Resources Command (HRC), Alexandria, VA  provided that, in certain cases (including the applicant’s case), it is permissible to issue both the GWOTEM and the ICM, thus the applicant did not have to exchange one medal for the other.  The original Proceedings awarded the applicant the ICM and directed its placement on his DD Form 214, but failed to direct the already-awarded GWOTEM be placed on his DD Form 214.

6.  The ABCMR's decision in Docket Number AR20080018810, omitted reference to adding the GWOTEM to the applicant’s DD Form 214.

2.  The Board determined that the evidence presented was sufficient to warrant amendment of the decision of the Army Board for Correction of Military Records set forth in Docket Number AR20080018810, dated 14 May 2009, by adding the already-awarded GWOTEM to the applicant’s DD Form 214 for the period ending 30 April 2004.
