THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests the Global War on Terrorism Expeditionary Medal (GWOTEM) be added to his record and DD Form 214 (Certificate of Release or Discharge from Active Duty).

2.  The applicant states he is a combat veteran of Operation Iraqi Freedom (OIF) and is entitled to the GWOTEM.

3.  The applicant provides a copy of his DD Form 214.

CONSIDERATION OF EVIDENCE:

1.  The applicant enlisted in the Regular Army on 28 February 2008.  He was trained in and awarded military occupational specialty (MOS) 92F (Petroleum Supply Specialist).  

2.  The applicant was deployed in support of OIF and served in Iraq from
18 December 2009 through 23 August 2010.

3.  On 25 October 2010, the applicant was honorably discharged, in the rank of specialist/E-4, by reason of condition, not a disability.  The DD Form 214 he was issued at the time shows he completed 2 years, 8 months, and 19 days of active duty service this period.  

4.  Item 13 (Decorations, Medals, Badges, Citations and Campaign Ribbons Awarded or Authorized) of his DD Form 214 does not include the GWOTEM; however, it does include the Iraq Campaign Medal (ICM).  Item 18 (Remarks) shows he served in Iraq from 18 December 2009 through 23 August 2010.

5.  Army Regulation 600-8-22 (Military Awards) provides the Army’s awards policy.  Paragraph 2-18 provides guidance on the GWOTEM.  It states it is authorized for 30 consecutive or 60 nonconsecutive days of service in the Global War on Terror (GWOT) in a designated area of eligibility (AOE) during the period from 11 September 2001 to a date to be determined.  Iraq is a designated AOE.

6.  Paragraph 2-17 provides guidance on award of the ICM, which was authorized on 28 May 2004.  It states that it is authorized for members who served in direct support of OIF during the period from 19 March 2003 to a date to be determined.  It further states, under no condition will personnel receive the ICM, GWOTEM, Global War on Terrorism Service Medal (GWOTSM), or the Armed Forces Expeditionary Medal (AFEM) for the same action, time period, or service.  

DISCUSSION AND CONCLUSIONS:

The evidence of record confirms the applicant served in Iraq from
18 December 2009 through 23 August 2010, as evidenced by an entry in item 18 of his DD Form 214.  However, by regulation, both the ICM and GWOTEM are not authorized for the same period of service.  Therefore, based on the applicant's already-awarded ICM, he is not entitled to award of the GWOTEM.
