THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests that his DD Form 214 (Certificate of Release or Discharge from Active Duty) be corrected to reflect in block 11 that his primary specialty is "25U5S" instead of "25U4S" as currently reflected.
2. The applicant states that his DD Form 214 incorrectly reflects a skill level of "4" in his primary specialty instead of a skill level of "5."
3. The applicant provides a copy of his DD Form 214 and copies of three noncommissioned officer evaluation reports.
CONSIDERATION OF EVIDENCE:
1. The applicant initially enlisted in the Regular Army on 19 September 1983 for a period of 3 years. He completed his training as a tactical communications systems operator/mechanic and served until he was honorably released from active duty in the pay grade of E-4 on 22 September 1986 due to the expiration of his term of service.
2. He again enlisted in the Regular Army in November 1987 in his former military occupational specialty (MOS) and remained on active duty through a series of continuous reenlistments. He was promoted to the pay grade of E-8 in MOS 31U5S on 1 September 2004. However, on 30 September 2004, as a result of an Army-wide MOS conversion, MOS 31U was changed to MOS 25U for all skill levels.
3. On 31 May 2009, he was retired by reason of permanent disability in the pay grade of E-8. He had served 24 years, 6 months, and 26 days of total active service and his DD Form 214 indicates that his MOS was "25U4S."
4. Army Regulation 611-1 (Military Occupational Classification Structure Development and Implementation) provides the enlisted military occupational specialty (MOS) classification structure for the United States Army. It provides, in pertinent part, that the enlisted MOS code (MOSC) consists of five basic characters. The first three characters consist of two numbers and one letter that identify the MOSC without regard to skill level. The fourth character is a number that indicates the skill level within the MOS. The number "5" reflects the skill level of personnel serving in the pay grades of E-8 and E-9. The fifth character is a letter that identifies special qualifications.
DISCUSSION AND CONCLUSIONS:
1. The applicant's contention that his DD Form 214 should reflect that his primary specialty in block 11 was 25U5S instead of 25U4S has been noted and found to have merit.
2. The applicant was serving in the pay grade of E-8 in MOS 25U5S at the time of his retirement and that information should be reflected on his DD Form 214.
3. However, it appears an administrative error occurred at the time of his retirement and that error should be corrected at this time to show his correct primary specialty in block 11 of his DD Form 214.

BOARD DETERMINATION/RECOMMENDATION:
1. The Board determined that the evidence presented was sufficient to warrant a recommendation for relief. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by showing in block 11 of his DD Form 214 that his primary specialty was 25U5S instead of 25U4S as currently reflected on that form.
2. The Board wants the applicant and all others to know that the sacrifices he made in service to the United States during the Global War on Terrorism are deeply appreciated. The applicant and all Americans should be justifiably proud of his service in arms.
