		IN THE CASE OF:

		BOARD DATE: 27 October 2009

		DOCKET NUMBER: AR20090008027

THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1. Application for correction of military records (with supporting documents provided, if any).

2. Military Personnel Records and advisory opinions (if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1. The applicant requests that several training courses be added to his DD Form 214 (Certificate of Release or Discharge from Active Duty). He also requests that the DD Form 214 listings for his mailing address after separation and his nearest relative be changed.

2. The applicant states that he completed several training courses that should be added to his DD Form 214. He asks that a new mailing address be listed and that his new wife be listed as the nearest relative.

3. The applicant provides the following documents in support of his application:

	a. a certificate of completion for an 80-hour course as an M101 CROWS [Common Remotely-Operated Weapon Station] Net Operator,

	b. a certificate of completion for a 1-day course in AT [Anti-terrorism] Level 1 Awareness Training,

	c. a certificate of completion for an Expert Infantryman Badge course certifying that the applicant was awarded the Expert Infantryman Badge,

	d. a certificate for a 2nd Infantry Division Tae Kwon Do program,

	e. a certificate of completion from the 101st Airborne Division Air Assault School certifying that the applicant earned the Air Assault Badge,

	f. a marriage certificate indicating the applicant was married on 23 June 2007, and

	g. a copy of his DD Form 214.

CONSIDERATION OF EVIDENCE:

1. The applicant served in the Regular Army from 1 October 2002 to 24 December 2006. He was released from active duty with an honorable characterization of service and transferred to the U.S. Army Reserve Control Group (Reinforcement) as a sergeant.

2. Block 13 (Decorations, Medals, Badges Citations, and Campaign Ribbons Awarded or Authorized) of his DD Form 214 lists his awards as the Purple Heart, Army Commendation Medal, Army Achievement Medal, Army Good Conduct Medal, Global War on Terrorism Service Medal, Korea Defense Service Medal, Iraq Campaign Medal, Overseas Service Ribbon, Combat Infantryman Badge, and Air Assault Badge.

3. Block 14 (Military Education) lists the Javelin Course, 2 weeks, 2003.

4. Army Regulation 635-5 (Separation Documents), paragraph 2-1, states that the DD Form 214 is a summary of a Soldier's most recent period of continuous active duty.

5. Army Regulation 635-5 also provides specific block-by-block instructions for completing the DD Form 214. For block 14 it states, "From ERB/ORB [Enlisted Record Brief/Officer Record Brief], list formal in-service (full-time attendance) training courses successfully completed during the period of service covered by the DD Form 214…Include title, length in weeks, and year completed. This information is to assist the Soldier in job placement and counseling; therefore, do not list training courses for combat skills."

DISCUSSION AND CONCLUSIONS:

1. The applicant states that he completed several training courses that should be added to his DD Form 214. He asks that a new mailing address be listed and that his new wife be listed as the nearest relative.

2. The course certificates submitted by the applicant are for combat skills courses or for courses that do not or do not appear to meet the requirements for a full-time training course of at least 1 week's duration.

3. The DD Form 214 is intended to be a summary of the individual's period of active duty service. It is not a "live" record that is authorized for updating with post-service information.

4. In order to justify correction of a military record, the applicant must show to the satisfaction of the Board or it must otherwise satisfactorily appear that the record is in error or unjust. The applicant has failed to submit evidence that would satisfy this requirement.

BOARD VOTE:

BOARD DETERMINATION/RECOMMENDATION:

The evidence presented does not demonstrate the existence of a probable error or injustice. Therefore, the Board determined that the overall merits of this case are insufficient as a basis for correction of the records of the individual concerned.
