THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show he was awarded the Army Commendation Medal with 2nd Oak Leaf Cluster and to show he completed the U.S. Army Special Forces Sniper School and the Basic Ranger Course.

2.  The applicant states the U.S. Army Special Forces Sniper School, Basic Ranger Course, and his retirement award are not shown on his DD Form 214.

3.  The applicant provides:

* DA Form 638 (Recommendation for Award)
* Enlisted Record Brief (ERB)
* Basic Ranger Course Certificate of Completion
* U.S. Army Special Forces Sniper School completion certificate

CONSIDERATION OF EVIDENCE:

1.  The applicant enlisted in the Regular Army on 28 July 2005.  He completed training as an infantryman.  He completed the Basic Ranger Course on             15 September 2008 and the Sniper School on 27 May 2006.  Department of the Army Pamphlet 351-4 (U.S. Army Formal Schools Catalog) shows the Sniper School is a 5-week course.

2.  On 14 July 2010, Permanent Orders 195-04 awarded the applicant the Army Commendation Medal for exceptionally meritorious service as an infantryman from 28 July 2005 to 25 May 2010.

3.  He was retired by reason of temporary physical disability effective 30 July 2010.  Item 13 (Decorations, Medals, Badges, Citations, and Campaign Ribbons Awarded or Authorized) of his DD Form 214 shows he was awarded or authorized the:

* Iraq Campaign Medal with two campaign stars
* Army Commendation Medal (2nd Award)
* Army Achievement Medal
* Army Good Conduct Medal
* National Defense Service Medal
* Global War on Terrorism Service Medal
* Army Service Ribbon
* Overseas Service Ribbon (2nd Award)
* Combat Infantryman Badge
* Sapper Tab
* Parachutist Badge
* Air Assault Badge
* Driver and Mechanic Badge with Driver-S Bar

4.  The applicant provides a copy of a DA Form 638 showing he was recommended for a retirement award of the Army Commendation Medal with 2nd Oak Leaf Cluster for exceptionally meritorious service as an infantryman from 28 July 2005 to 25 May 2010.  The DA Form 638 shows at the time the recommendation was prepared he was previously awarded two Army Commendation Medals.  He also provides a copy of his Army Commendation Medal Certificate for the period of service recorded on the DA Form 638.  The Army Commendation Medal Certificate shows Permanent Orders 195-04, dated 14 July 2010, as the authority.

5.  Army Regulation 635-5 (Separation Documents) prescribes policies and procedures regarding separation documents.  Paragraph 2-4 (Completing the DD Form 214) provides detailed instructions and source document(s) for completing each block of the DD Form 214.  For item 14 (Military Education), list formal in-service (full-time attendance) training courses successfully completed during the period of service covered by the DD Form 214 from the ERB.  Include title, length in weeks, and year completed.  This information is to assist the Soldier in job placement and counseling; therefore, do not list training courses for combat skills.

DISCUSSION AND CONCLUSIONS:

1.  The applicant's contentions have been noted and his supporting evidence has been considered.

2.  The DA Form 638 he submits shows he was recommended for award of the Army Commendation Medal with 2nd Oak Leaf Cluster for exceptionally meritorious service from 28 July 2005 to 25 May 2010 in connection with his retirement.  His Army Commendation Medal Certificate shows Permanent Orders 195-04, dated 14 July 2010, awarded him the Army Commendation Medal for exceptionally meritorious service from 28 July 2005 to 25 May 2010.  Therefore, his DD Form 214 should be amended to show he was awarded the Army Commendation Medal with 2nd Oak Leaf Cluster, also known as the Army Commendation Medal (3rd Award).

3.  His DD Form 214 should also be amended to show he completed the U.S. Army Special Forces Sniper School on 27 May 2006.  This information may assist him with future job placement.

4.  The Basic Ranger Course is a training course for strictly combat skills and was properly not added to his DD Form 214.

5.  In view of the foregoing, the applicant records should be corrected as recommended below.

BOARD DETERMINATION/RECOMMENDATION:

1.  The Board determined the evidence presented is sufficient to warrant a recommendation for partial relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by amending item 13 of his DD Form 214 to show he was awarded the Army Commendation Medal (3rd Award) and item 14 to show he completed the 5-week long U.S. Army Special Forces Sniper School in 2006.
2.  The Board further determined the evidence presented is insufficient to warrant a portion of the requested relief.  As a result, the Board recommends denial of so 
much of the application that pertains to amending his DD Form 214 to show he completed the Basic Ranger Course.
