THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests, in effect, reconsideration of his request that his record and separation document (DD Form 214) be corrected to show he completed the General Education Development (GED) requirement for High School.

2.  The applicant states, in effect, that he completed 12 years of school, but did not graduate.

3.  The applicant provides a Report of Educational Achievement through the United States Armed Forces Institute Dantes Transcript in support of his application.

CONSIDERATION OF EVIDENCE:

1.  Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20080009357 on 4 November 2008.

2.  During its original review of the case, the Board concluded there was insufficient evidence confirming the applicant ever completed the High School GED requirement in 1966, while serving on active duty.  As a result, the Board denied the applicant's requested relief.  

3.  The applicant now provides as new evidence a Report of Educational Achievement through the United States Armed Forces Institute Dantes Transcript.  This document shows the applicant completed his GED in June 1967 and that he received a "Satisfactory" rating. 

4.  The applicant’s record shows he was inducted into the Army and entered active duty on 7 December 1965.  He was awarded and served in military occupational specialty 11B (Light Weapons Infantryman), and sergeant (SGT) is the highest rank he attained while serving on active duty.

5.  The applicant’s DA Form 20 (Enlisted Qualification Record) contains an entry in Item 32 (Civilian Education) indicating that he completed a total of 11 years of school in 1964.  His record is void of any entries or documents that indicate he completed the High School GED requirement while serving on active duty.

6.  The applicant's Military Personnel Record Jacket (MPRJ) contains an Army Reserve Status and Address Verification (USAAC Form 171) dated August 1968. This document shows in Item 9 (Civilian Education Level) that the applicant attempted to have his record corrected to show he had completed his GED while serving on active duty. 

7.  On 6 December 1967, the applicant was honorably released from active duty (REFRAD) in the rank of SGT after completing 2 years of active military service.  Item 30 (Remarks) of the DD Form 214 he was issued at the time contains the entry "3 Years High School."

8.  Army Regulation 635-5 (Separation Documents) prescribes the separation documents that must be prepared for Soldiers on retirement, discharge, release from active duty service, or control of the Active Army.  It also establishes standardized policy for preparing and distributing the DD Form 214.  Chapter 2 contains guidance on preparation of the DD Form 214.  The instructions contained in the version of the regulation in effect at the time of the applicant’s REFRAD stated to enter the highest level of civilian education in Item 30 (Remarks).

DISCUSSION AND CONCLUSIONS:

1.  The applicant's contention that his DD Form 214 should be corrected to show he completed his High School GED was carefully considered and found to have merit.  By regulation the highest level of civilian education will be entered in Item 30 of the DD Form 214.

2.  The evidence of record confirms the applicant "Satisfactorily" completed his High School GED in June 1967, as evidenced by the Report of Educational Achievement through the United States Armed Forces Institute Dantes transcript.  Therefore, it would be appropriate at this time to correct Item 30 of the applicant's DD Form 214 to show he completed his GED.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant amendment of the ABCMR’s decision in Docket Number AR20080009357, dated 4 November 2008.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by deleting the entry 
"3 years High School" contained in Item 30 of the applicant's DD Form 214 and replacing it with the entry "High School GED June 1967," and by providing him a correction to his DD Form 214 that includes this entry.
