THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests reconsideration of his earlier request for correction of item 16 (High School Graduate or Equivalent) on his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show he obtained a high school diploma.
2. The applicant states that he obtained his General Educational Development (GED) while serving on active duty and item 16 of his DD Form 214 should be corrected to reflect "yes" instead of "no."
3. The applicant provides a copy of an official transcript.
CONSIDERATION OF EVIDENCE:
1. Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20130015061 on 10 April 2014.
2. The applicant provided new evidence as indicated above that will be considered by the Board.
3. The applicant enlisted in the Regular Army on 5 January 1978. He was trained in and awarded military occupational specialty 11C (Indirect Fire Infantryman).
4. The applicant's military record includes a DD Form 1966/2 (Record of Military Processing Armed Forces of the United States) prepared during his enlistment processing. Item 24 (Education) shows he attended Fayetteville High School from September 1972 through June 1976 and did not graduate.
5. Item 42 (Education Level) of the applicant's DA Form 2-1 (Personnel Qualification Record) includes an entry referencing his civilian education. It shows he had 2 years of high school.
6. On 16 December 1980, the applicant was honorably released from active duty. Item 16 of the DD Form 214 issued to him at that time contains an X in the NO block.
7. During the initial consideration of his case, as reflected in ABCMR Docket Number AR20130015061, the Board determined there was insufficient evidence to show he received his GED while he served in the Army. Accordingly, his case was denied.
8. The applicant now provides an official transcript from Saint Louis School, Adult Division, Honolulu, Hawaii. It shows he graduated by academic General Education Development and was awarded the Saint Louis School Adult Diploma on 18 April 1979.
9. Army Regulation 635-5 (Separation Documents) prescribes the separation documents that must be prepared for Soldiers on retirement, discharge, release from active duty service, or control of the Active Army. It also establishes standardized policy for preparing and distributing the DD Form 214. Chapter 2 contains preparation instructions for the DD Form 214. The instructions for Item 16 state, in pertinent part, that if Soldier has a GED, check the "YES" block and if he does not, check the "NO" block. The source document for completion of the DD Form 214 is the Personnel Qualification Record and documents officially filed in the Official Military Personnel File.
DISCUSSION AND CONCLUSIONS:
1. The applicant contends his military record should be corrected to show he obtained his GED. There is sufficient evidence to support this claim.
2. The DD Form 1966/2 prepared during the applicant's enlistment processing and the DA Form 2-1 completed upon his entry on active duty both confirm he only completed 2 years of high school. However, the Saint Louis School Official Transcript which the applicant now provides confirms he subsequently earned
his GED while serving on active duty on 18 April 1979. Therefore, item 16 of his DD Form 214 should now be amended to show an "X" in the "YES" block.

The Board determined that the evidence presented was sufficient to warrant amendment of the ABCMRs decision in Docket Number AR20130015061 dated 10 April 2014. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by deleting the "X" entry in the "NO" block of item 16 of his DD Form 214 and adding an X in the "YES" block.
