THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:
1. Application for correction of military records (with supporting documents provided, if any).
2. Military Personnel Records and advisory opinions (if any).
THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests, in effect, correction of her DD Form 214 (Certificate of Release or Discharge from Active Duty) to show that she completed the Army Medical Department (AMEDD) Advanced Noncommissioned Officer Course (ANCOC) and Unit Victim Advocate (UVA) training.
2. The applicant states, in effect, that she completed ANCOC and UVA training and this information should be included on her DD Form 214.
3. The applicant provides in support of her application a copy of her DD Form 214; a copy of her UVA Certificate of Training; and a copy of her Service School Academic Evaluation Report (AER), dated 24 April 2007, showing that she successfully completed AMEDD ANCOC.
CONSIDERATION OF EVIDENCE:
1. On 3 October 1985, the applicant enlisted in the Regular Army in Brooklyn, New York, for 3 years, in the pay grade of E-1. She successfully completed her training as a medical specialist. She remained on active duty through a series of reenlistments and extensions and she was promoted through the ranks to sergeant first class (E-7).
2. On 25 May 2006, the applicant was furnished a Certificate of Training for the successful completion of UVA training. According to the Certificate of Training, the course was 40 hours in length.
3. On 24 April 2007, the applicant was furnished a Service School AER, which shows she successfully completed AMEDD ANCOC. According to the report the duration of this course was from 6 April through 24 April 2007, which is approximately 2 weeks.
4. The applicant was honorably retired on 31 March 2009, under the provisions of Army Regulation 635-200, chapter 12, due to obtaining sufficient service for retirement. She had completed 23 years, 5 months and 28 days of net active service.
5. Item 14 (Military Education) on the DD Form 214 that the applicant was furnished at the time of retirement shows she completed the following courses: Advanced Cardiac Life Support training, 1 week, 1999; the Basic Noncommissioned Officer Course (BNCOC), 6 weeks, 1996; Equal Opportunity Leaders training, 2 weeks, 1996, the Primary Leadership Development Course, 4 weeks, 1989, Total Army Instruction Training, 1 week, 1998; and Unit Prevention Leader (UPL) training, 1 week, 2001. However, her DD Form 214 does not show that she completed the AMEDD ANCOC or UVA training.
6. Army Regulation 635-5 provides, in pertinent part, that only decorations, medals, badges, citations and campaigns ribbons will be entered on the DD Form 214. Certificates of Appreciation or Achievement are not authorized for entry. It further provides that only formal in-service (full-time attendance) training courses successfully completed during the period of service covered by the DD Form 214 will be listed and that those courses will be non-combat arms related courses that are 40 hours (1 week) or more in duration.
DISCUSSION AND CONCLUSIONS:
1. The applicant contends that her DD Form 214 should be corrected to show she completed AMEDD ANCOC and UVA training.
2. Her contentions have been considered and they have been substantiated by the evidence of record.
3. The available records indicate the applicant completed 1 week of UVA training and 2 weeks of training for AMEDD ANCOC. Both of these courses are non-combat arms related and were 40 hours or more in duration. Therefore, in accordance with the applicable regulation, these courses should be included on her DD Form 214.
4. In view of the foregoing, it would now be in the interest of justice to correct the applicant records as recommended below.
