THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests that his DD Form 214 (Certificate of Release or Discharge from Active Duty) be corrected to show the appropriate Military Occupational Specialty (MOS) title.

2.  The applicant states, in effect, that his DD Form 214 with a separation date of 12 January 2009 shows "21T20 Terrain Data Specialist."  He states that the correct title for MOS 21T20 is Technical Engineer Specialist or Sergeant.

3.  The applicant provides copies of his DD Form 214, DD Form 2586 (Verification of Military Experience and Training), Army/ACE Registry Transcript System-Personal Web Transcript, DA Form 2166-8 (NCO Evaluation Report), Enlisted Record Brief, and a training certificate.

CONSIDERATION OF EVIDENCE:

1.  The applicant's military personnel record shows he enlisted in the Regular Army on 13 January 2004 for a period of 5 years for an Army school in the MOS 21T, Technical Engineer.  He successfully completed basic combat and advanced individual training and was awarded the MOS 21T (Technical Engineer).

2.  On 13 January 2004, the applicant authenticated in his own hand, his Statement for Enlistment-United States Army Enlistment Program which shows that he enlisted for MOS 21T and the title of MOS 21T was identified as Technical Engineer.  
3.  The applicant's DD Form 2586 shows he graduated from Army Course 41321T10 (Technical Engineering Specialist) in August 2004.  

4.  The Enlisted Evaluation Report for the period from 1 December 2007 to 30 November 2008 shows the applicant's primary and duty MOS as 21T20 (Technical Engineer Sergeant).

5.  The Enlisted Record Brief, submitted by the applicant, shows the following assignment and duty MOS history:

	a. on 7 September 2004, he was assigned to Headquarters and Headquarters Company, 94th Engineer Battalion (Construction) at Fort Leonard Wood, Missouri in MOS 21T10 (Technical Engineer Specialist);

	b. on 3 August 2006, he was assigned to Headquarters and Headquarters Company, 92nd Engineer Battalion (Combat Engineers) at Fort Stewart, Georgia in MOS 21T10 (Technical Engineer Specialist);

	c. on 14 September 2006, he was assigned to A Company, 92nd Engineer Battalion (Combat Engineers) at Fort Stewart, Georgia in MOS 21T10 (Technical Engineer Specialist); 

	d. on 7 January 2008, he was assigned to Headquarters and Headquarters Company, 92nd Engineer Battalion (Combat Engineers) at Fort Stewart, Georgia in MOS 21T20 (Technical Engineer Sergeant);.and

	e. on 1 February 2008, he was assigned to 36th Engineer Survey Design Company at Fort Stewart, Georgia in MOS 21T20 (Technical Engineer Sergeant). 

6.  On 12 January 2009, the applicant was released from active duty and transferred to the United States Army Reserve Control Group (Reinforcement) with an honorable characterization of service.  He had completed 5 years of net active service.  Item 11 (Primary Specialty) of the applicant's DD Form 214 shows the entry "21T20 Terrain Data Specialist - 4 years, 4 months." 

7.  Army Pamphlet 611-21 (Military Occupational Classification and Structure) contains information on the classification of Soldiers by identifiers and classification of positions to include duty position titles, identifier(s) and grade requirements in authorized documents.  This publication implements policy contained in AR 611-1 (Military Occupational Classification Structure Development and Implementation).  

8.  Army Pamphlet 611-21 shows that MOS 21T duty title is Technical Engineer in Career Management Field 21, Engineers.  The major duties of the technical engineer is to participate in construction site development to include technical investigation, surveying, drafting, development of construction plans, specifications, and performing quality control inspections.  Military Occupational Specialty Code (MOSC) for 21T10 assists in the performance of field and laboratory tests on construction material, construction surveys, and drafting for military construction.  The duties for MOSC 21T20 include performing field and laboratory testing on construction materials, construction surveys, and design drafting for military construction. 

9.  Army Regulation 635-5 (Separation Documents) provides for the entry of the titles of all MOSs served in for at least 1 year in item 11 of the DD Form 214 and include for each MOS the number of years and months served.  For time determination 16 days or more count as a month.  Time spent in basic training and advanced individual training are not counted.  

DISCUSSION AND CONCLUSIONS:

1.  The applicant contends that his DD Form 214 with a separation date of 12 January 2009 should be corrected to show that the duty title of his MOS is Technical Engineer not Terrain Data Specialist as currently listed on his DD Form 214.

2.  The applicant's enlistment contract shows that he enlisted in the United States Army for MOS 21T (Technical Engineer).  Records show he successfully completed advanced individual training in MOS 21T (Technical Engineer) and that he solely served in MOS 21T (Technical Engineer) duty assignments throughout his enlistment period.  DA PAM 611-21 shows that the corresponding duty title for MOS 21T is Technical Engineer.

3. In view of the above, it is determined that the applicant served in MOS 21T and that the appropriate duty title is Technical Engineer.  Therefore, as provided by regulation, it would be appropriate to amend Item 11 of the applicant's DD Form 214 to show he was assigned to MOS 21T, Technical Engineer.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant a recommendation for relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by amending Item 11 of the applicant's DD Form 214 with a separation date of 12 January 2009 to show "21T20 Technical Engineer."
