THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests that items 4a (Grade, Rate or Rank) and 4b (Pay Grade) of his DD Form 214 (Certificate of Release or Discharge from Active Duty) be changed.

2.  The applicant states that he was promoted to private first class (PFC), pay grade E-3, on 3 August 2007.

3.  The applicant provides a copy of his DD Form 214 and a certificate of promotion in support of his application.

CONSIDERATION OF EVIDENCE:

1.  The applicant enlisted in the Regular Army on 3 August 2006 and trained as an attack helicopter repairer.  The applicant’s discharge packet shows that his rank was private (PV2), pay grade E-2.  On 25 September 2007, he was honorably discharged in the rank of PV2 under the provisions of Army Regulation 635-200 (Personnel Separations), chapter 5.

2.  The available records do not contain a DA Form 4187 (Personnel Action) which shows the applicant was promoted to PFC.

3.  In support of his claim, the applicant provided a certificate of promotion which shows he was promoted to PFC effective 3 August 2007.

4.  Records at the Defense Finance and Accounting Service (DFAS) show the applicant was discharged in pay grade E-2.

5.  Army Regulation 600-8-19 (Enlisted Promotions and Reductions) states, in pertinent part, a DA Form 4187 will be executed for promotions to PV2, PFC, and specialist.

DISCUSSION AND CONCLUSIONS:

DFAS records show the applicant was discharged in the pay grade E-2.  In the absence of a DA Form 4187 which shows the applicant was promoted to PFC, the certificate of promotion provided by the applicant is not sufficient as a basis for amending items 4a and 4b of his DD Form 214.
