THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show award of the Combat Infantryman Badge and completion of unspecified U.S. Navy (USN) military training, including Officer Candidate School (OCS).  

2.  The applicant states, in effect, that his DD Form 214 omitted the Combat Infantryman Badge and his military training.  

3.  The applicant provides the following additional documentary evidence in support of his application:

	a.  DD Forms 214, dated 8 December 2002 and 30 April 2006. 

	b.  Certificate of Completion, dated 18 August 2000, showing completion of OCS.

	c.  Headquarters, 3rd Infantry Division, Fort Stewart, Georgia, Permanent Orders 097-471, dated 7 April 2006, showing award of the Combat Infantryman Badge.  

CONSIDERATION OF EVIDENCE:

1.  The applicant's records show that, with prior service in the USN, he was appointed as an infantry first lieutenant (1LT) in the U.S. Army Reserve (USAR) and executed an oath of office on 14 November 2002.  He was subsequently ordered to active duty on 28 October 2002, completed the Infantry Officer Basic Course on 30 April 2003, and was promoted to captain (CPT) on 1 July 2004.  He was honorably released from active duty on 30 April 2006 by reason of completion of required active service and transferred to the USAR Control Group (IRR [Individual Ready Reserve]) to complete his remaining Reserve obligation.  

2.  Item 13 (Decorations, Medals, Badges, Citations and Campaign Ribbons Awarded or Authorized) of the applicant’s 30 April 2004 DD Form 214 shows he was awarded the Bronze Star Medal, Army Achievement Medal, National Defense Service Medal, Global War on Terrorism Service Medal, Global War on Terrorism Expeditionary Medal, Army Service Ribbon, Ranger Tab, Expert Infantryman Badge, and the Parachutist Badge.  Item 24 does not show the Combat Infantryman Badge. 

3.  Item 14 (Military Education) of the applicant’s 30 April 2006 DD Form 214 shows the entries Airborne, September 2003; Combat Lifesaver Course, December 2003; Infantry Officer Basic Course, April 2003; Mechanized Infantry Officer Course, August 2003; Officer Candidate School, August 2000; and the Ranger Course, July 2003.

4.  The applicant requests that his DD Form 214 reflect his OCS training.  As indicated above, Item 14 already contains the appropriate entry to show his completion of OCS in August 2000.  Therefore, this issue will not be further discussed in these proceedings.

5.  Permanent Orders 097-471, dated 7 April 2006, show the applicant was awarded the Combat Infantryman Badge on 3 April 2005.

6.  The applicant’s records do not indicate completion of any other formal military education or training courses.

7.  Army Regulation 635-5 (Separation Documents) prescribes the separation documents prepared for Soldiers upon retirement, discharge, or release from active military service or control of the Army.  It establishes standardized policy for the preparation of the DD Form 214.  It states that for block 14 (Military Education), from the ERB/ORB, list formal in-service (full-time attendance) training courses successfully completed during the period of service covered by the DD Form 214. Include title, length in weeks, and year completed.  This information is to assist the Soldier in job placement and counseling; therefore, do not list training courses for combat skills.   



DISCUSSION AND CONCLUSIONS:

1.  Permanent orders awarded the applicant the Combat Infantryman Badge on
7 April 2006 with an effective date of 3 April 2005, which is not shown on his records.  Therefore, he is entitled to correction of his records to show this award.

2.  Furthermore, there is no indication in the applicant’s records and the applicant did not provide any additional supporting evidence that shows he completed any other military training courses that are not reflected on his records.  Therefore, there is insufficient evidence to grant the applicant the requested relief

BOARD DETERMINATION/RECOMMENDATION:

1.  The Board determined that the evidence presented was sufficient to warrant a recommendation for partial relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by showing award of the Combat Infantryman Badge.

2.  The Board further determined that the evidence presented is insufficient to warrant a portion of the requested relief.  As a result, the Board recommends denial of so much of the application that pertains to USN training.
