THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests reconsideration of an earlier request that his
DD Form 214 (Report of Separation from the Armed Forces of the United
States) be corrected to show he completed Ranger School and award of the
Ranger Tab.

2.  The applicant states, in effect, he completed Ranger School in Korea.

3.  The applicant provides a letter, dated 22 February 2006, from a Member
of Congress; a DD Form 214; a DD Form 215 (Correction to DD Form 214); a DA
Form 1577 (Authorization for Issuance of Awards), dated 9 September 1991;
an excerpt on the Ranger Tab; orders for the Combat Infantryman Badge; a
roster of personnel assigned to the 8th Army Ranger Company; a letter,
dated
19 September 2006; and a letter, dated 22 April 2000, from his company
commander at the time in question.

CONSIDERATION OF EVIDENCE:

1.  Incorporated herein by reference are military records which were
summarized in the previous consideration of the applicant's case by the
Army Board for Correction of Military Records (ABCMR) in Docket Number
AR20050007877 on 18 January 2006.

2.  The applicant provided a copy of Headquarters, 15th Infantry Division
Special Orders Number 62, dated 9 March 1951, which shows he received the
Combat Infantryman Badge while assigned to the 8th Army Ranger Company,
8213th Army Unit.  These orders were previously considered by the Board.

3.  The applicant provided a letter, dated 22 April 2000, from his company
commander at the time in question.  He states that the applicant was
assigned to the 8th Army Ranger Company, 8213th Army Unit from 25 August
1950 to
25 March 1951.  This letter was previously considered by the Board.

4.  The applicant also provided a roster of personnel, dated 3 April 1951,
assigned to the 8th Army Ranger Company which includes his name.

5.  The roster provided by the applicant is new evidence which will be
considered by the Board.

6.  The applicant’s military records are not available to the Board for
review.  A fire destroyed approximately 18 million service members’ records
at the National Personnel Records Center in 1973.  It is believed that the
applicant’s records were lost or destroyed in that fire.  However, there
were sufficient documents remaining in a reconstructed record for the Board
to conduct a fair and impartial review of this case.

7.  The applicant enlisted on 14 January 1949 for a period of 2 years.  He
served as a light weapons infantryman in Korea and was honorably discharged
on
4 December 1951.

8.  Item 27 (Decorations, Medals, Badges, Commendations, Citations and
Campaign Ribbons Awarded or Authorized) on the applicant’s DD Form 214
shows the Army of Occupation Medal with Japan Clasp, the Korean Service
Medal with five bronze service stars, and two awards of the Overseas
Service Bar as authorized awards.  Item 31 (Service Training Courses
Successfully Completed) on his DD Form 214 shows he completed a Leadership
course.

9.  A DD Form 215, dated 11 April 2006, amended the applicant’s DD Form 214
to show the Purple Heart and Combat Infantryman Badge.  Item 28 (Most
Significant Duty Assignment) was corrected to show the 8213th Army Unit,
8th Army Ranger Company, Korea.

10.  Army Regulation 600-8-22 (Military Awards), in pertinent part, sets
forth the requirements for award of the Ranger Tab.  The Ranger Tab is
awarded for successful completion of a Ranger Course conducted by the U.S.
Army Infantry School or the Ranger Training Command or award of the Combat
Infantryman Badge while serving in World War II as a member of a Ranger
Battalion (1st to 6th inclusive) or in the 5307th Composite Unit (Merrill’s
Marauders).

11.  A letter, dated 3 September 1985, Subject: Award of the Ranger Tab to
Members of the 8th Army Ranger Company (8213th ASU) Korean War, from the
Director, United States Army Infantry School, Fort Benning, Georgia to the
Chief, Military Awards Branch states, in pertinent part, that the Soldiers
assigned to the 8th Army Ranger Company were trained by their own cadre and
organized to conduct Ranger-type missions.  It states that this unit was
formed before the 1st through 6th Battalions were formed at Fort Benning
and that the Ranger School was established in 1952 to train individuals and
produce Ranger-qualified officers and noncommissioned officers.  It also
states that as long as the Ranger School continued to function, graduation
from the Ranger course would be the only circumstance under which the
Ranger Tab should be awarded.

12.  A letter, dated 24 September 1985, from the Chief, Military Awards
Branch states, in pertinent part, that “Based upon a review by and advice
from the Director of the Ranger Department, former members of the 8th Army
Ranger Company who were awarded the Combat Infantryman Badge (CIB) are now
eligible for award of the Ranger Tab.  Award of the CIB must have resulted
from service with the 8th Army Ranger Company during the period October 11,
1950, through March 27, 1951.”

13.  Special Regulations Number 615-360-1 (Enlisted Personnel), in effect
at the time, established the procedures to be followed in the separation of
enlisted personnel from active military service and described the proper
method of execution and disposition of the various forms, records, and
reports required.  The regulation stated that installation training
courses, military correspondence courses, and off-duty courses the member
completed successfully would be entered in item 31.

DISCUSSION AND CONCLUSIONS:

1.  Evidence of record shows the applicant was awarded the Combat
Infantryman Badge on 9 March 1951 while assigned to the 8th Army Ranger
Company.  Therefore, he is entitled to award of the Ranger Tab.

2.  The entry in the 3 September 1985 letter which states that Soldiers
assigned to the 8th Army Ranger Company were trained by their own cadre and
organized to conduct Ranger-type missions is accepted as sufficient
evidence on which to amend item 31 on the applicant’s DD Form 214 to show
that he completed Ranger training.

BOARD DETERMINATION/RECOMMENDATION:

1.  The Board determined that the evidence presented was sufficient to
warrant partial amendment of the ABCMR’s decision in Docket Number
AR20050007877, dated 18 January 2006.  As a result, the Board recommends
that all Department of the Army records of the individual concerned be
corrected by:

      a.  amending his DD Form 214 to add the Ranger Tab; and

      b.  adding the entry, “Ranger Training” in item 31 on his DD Form
214.
2.  The Board further determined that the evidence presented is
insufficient to warrant a portion of the requested relief.  As a result,
the Board recommends denial of so much of the application that pertains to
amendment of his DD Form 214 to show completion of Ranger School.
