		IN THE CASE OF:

		BOARD DATE: 24 September 2008

		DOCKET NUMBER: AR20080007475

THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1. Application for correction of military records (with supporting documents provided, if any).

2. Military Personnel Records and advisory opinions (if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1. The applicant requests, in effect, correction of his military records to show he served in Afghanistan.

2. The applicant states, in effect, that he wants his records to reflect that he served in support of Operation Enduring Freedom. He further states that his service in Afghanistan is not shown on his DD Form 214 (Certificate of Release or Discharge from Active Duty).

3. The applicant provides a DD Form 214 with the period ending 15 September 2006.

CONSIDERATION OF EVIDENCE:

1. The applicant enlisted in the Regular Army on 8 March 2005 and successfully completed basic combat and advanced individual training. He was awarded military occupational specialty 92Y (Unit Supply Specialist).

2. On 15 September 2006, the applicant was honorably released from active duty by reason of hardship after completing 1 year, 6 months, and 8 days of creditable active service

3. The applicant's DD Form 214 with the period ending 15 September 2006 shows he was awarded the National Defense Service Medal and the Army Service Ribbon. Item 12f (Foreign Service) of his DD Form 214 shows the entry "0000" year(s), "00" month(s), and "00" day(s). Item 18 (Remarks) does not show service in Afghanistan.

4. On 4 September 2008, the Defense Finance and Accounting Service (DFAS) confirmed the applicant served in Afghanistan from 3 February 2006 through
30 July 2006.

5. Army Regulation (AR) 635-5 (Separation Documents) prescribes the separation documents prepared for Soldiers upon retirement, discharge, or release from active military service or control of the Army. It establishes standardized policy for the preparation of the DD Form 214. It states that, for Item 12f (Record of Service – Foreign Service), from the Enlisted Record Brief (ERB), enter the total amount of foreign service completed during the period covered in Item 12c (Net Active Service This Period).

6. AR 635-5 further states, in pertinent part, that for an active duty Soldier deployed with his or her unit during their continuous period of active service, the statement "SERVICE IN (NAME OF COUNTRY DEPLOYED) FROM (inclusive dates for example, YYYYMMDD - YYYYMMDD)" will be entered in item 18 (Remarks).

DISCUSSION AND CONCLUSIONS:

1. The applicantÂ’s DD Form 214 does not show service in Afghanistan in support of Operation Enduring Freedom. However, DFAS confirmed that he served in Afghanistan from 3 February 2006 through 30 July 2006.

2. The Board accepts the evidence provided by DFAS as sufficient to show the applicant served in Afghanistan from 3 February 2006 through 30 July 2006. Therefore, his DD Form 214 should be amended to read "0000" year(s), "05" month(s), and "28" day(s) in item 12f and "SERVICE IN AFGHANISTAN --20060203 THROUGH 20060730" in item 18.

BOARD VOTE:

____xx__ __xx____ __xx____ GRANT FULL RELIEF

________ ________ ________ GRANT PARTIAL RELIEF

________ ________ ________ GRANT FORMAL HEARING

________ ________ ________ DENY APPLICATION

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant a recommendation for relief. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by:

		a. amending item 12f of his DD Form 214 to add "0000" year(s), "05" month(s), and "28" day(s); and

		b. amending item 18 of his DD Form 214 to add "SERVICE IN AFGHANISTAN FROM 20060203 THROUGH 20060730."

The applicant provides his DD Form 214; a Service Member Deployment History - Outprocessing Verification; two deployment orders, dated 29 January 200 and 28 July 2003; and his DD Form 4 (Enlistment/Reenlistment Document), dated 29 August 2003 in support of his application. Therefore, it would be appropriate to amend item 18 of his DD Form 214 to show his period of deployment in Afghanistan from 20030731 to 20030904. Therefore, his DD Form 214 should be corrected accordingly.
