IN THE CASE OF:
BOARD DATE: 12 June 2008
DOCKET NUMBER: AR20080006365
THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:
1. Application for correction of military records (with supporting documents provided, if any).
2. Military Personnel Records and advisory opinions (if any).
THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests, through his Member of Congress, reconsideration of his earlier request for award of the Armed Forces Expeditionary Medal for his service in Lebanon.
2. The applicant states that he was in Lebanon from 28 July 1958 to the last week in October (1958), but the Board indicated he served in Lebanon from 23 July 1958 to 3 August 1958.
3. The applicant provides a letter, dated 17 March 2008, from the National Personnel Records Center; and a letter and a memorandum, both dated 2 January 2008, from the Board.
CONSIDERATION OF EVIDENCE:
1. Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20070009820 on 13 December 2007.
2. The applicant enlisted in the Regular Army on 22 September 1953.
3. The applicants DA Form 24 (Service Record) shows he departed Germany on 23 July 1958 en route to Lebanon. He arrived in Lebanon on 3 August 1958. He departed Lebanon on 22 October 1958 and arrived back in Germany on 1 November 1958.
4. On 21 September 1962, the applicant was honorably discharged. His DD Form 214 (Armed Forces of the United States Report of Transfer or Discharge) for the period ending 21 September 1962 does not show he had been awarded the Armed Forces Expeditionary Medal.
5. In the previous consideration of the applicants request for the Armed Forces Expeditionary Medal, the section of his DA Form 24 showing his dates of service in Lebanon was misread.
6. Army Regulation 600-8-22 (Military Awards) provides, in pertinent part, for award of the Armed Forces Expeditionary Medal for qualifying service after 1 July 1958 in U.S. military operations, U.S. operations in direct support of the United Nations, and U.S. operations of assistance to friendly foreign nations. Qualifications for this award include the requirements to be a bona fide member in a unit engaged in the operation or to serve in the area of operations for 30 days, or to be engaged in direct support of the operation for 30 consecutive or 60 nonconsecutive days provided this support involves entering the area of operations. The designated military operations and dates of eligibility for this award are specified in Army Regulation 600-8-22. The Armed Forces Expeditionary Medal is authorized for qualifying service in Lebanon during the period from 1 July to 1 November 1958.
DISCUSSION AND CONCLUSIONS:
The applicants DA Form 24 shows he arrived in Lebanon on 3 August 1958 and departed Lebanon on 22 October 1958, a period of more than 30 days. Therefore, he met the eligibility criteria for award of the Armed Forces Expeditionary Medal.
