      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests that his Certificate of Release or Discharge
from Active Duty (DD Form 214) be corrected to show the character of his
service as honorable.

2.  The applicant states that his DD Form 214 was for basic training and
advanced individual training that he completed.  He states that he is a
civilian technician and because the character of his service is
uncharacterized, it is considered not creditable.

3.  The applicant provides in support of his application a memorandum from
an Employee Benefits Human Resource Specialist dated 2 May 2007; copies of
his Notifications of Personnel Action; a copy of his Estimated Earnings
During Military Service; and a copy of his DD Form 214.

CONSIDERATION OF EVIDENCE:

1.  On 31 December 1987, the applicant enlisted in the Arkansas Army
National Guard (ARARNG) for 8 years, in the pay grade of E-1.

2.  He was ordered to active duty for training (ADT) effective 5 August
1988 and he successfully completed his training as a light wheel vehicle
mechanic.

3.  After completing 4 months and 18 days of net active service, he was
released from active duty training on 22 December 1988.  The DD Form 214
that he was furnished at the time of his release from active duty training
shows his character of service as uncharacterized.

4.  In the memorandum, subject DD 214, dated 2 May 2007, that applicant
submitted in support of his application, an Employee Benefits Human
Resource Specialist states that they receive numerous DD Forms 214 with
uncharacterized discharges from basic/advanced individual training.  She
states that due to that status, military members cannot have the service
credited toward their retirement for Technician Service.  The Employee
Benefits Human Resource Specialist asks if it is possible for the character
of the applicant’s service to be changed to reflect his service as
honorable.

5.  The Department of Defense established the Uncharacterized Entry Level
Separation on 1 October 1982.  Entry level status is defined as the first
180 days of continuous active duty or active duty for training.

DISCUSSION AND CONCLUSIONS:

1.  There is no error in the character of service assigned to the
applicant.  His DD Form 214 appropriately reflects the character of his
service as uncharacterized.

2.  The contentions made by the applicant and the Employee Benefits Human
Resource Specialist have been noted.  However, the applicant did not serve
on active duty during his active duty training for 180 or more days during
the period covering the DD Form 214 in question.  In accordance with
guidelines established by the Department of Defense, his service was
properly characterized as uncharacterized.

3.  In order to justify correction of a military record the applicant must
show or it must otherwise satisfactorily appear, that the record is in
error or unjust.  The applicant has failed to submit evidence that would
satisfy this requirement.

4.  In view of the foregoing, there is no basis for granting the
applicant's request.

BOARD DETERMINATION/RECOMMENDATION:

The evidence presented does not demonstrate the existence of a probable
error or injustice.  Therefore, the Board determined that the overall
merits of this case are insufficient as a basis for correction of the
records of the individual concerned.
