THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests reconsideration of his earlier request for award of the Army Reserve Components Achievement Medal (ARCAM).
2. The applicant states, in effect, that his Army National Guard (ARNG) Retirement Points History Statement has been updated and shows he is eligible for two awards of the ARCAM.
3. The applicant provides an ARNG Retirement Points History Statement, prepared on 28 August 2007.
CONSIDERATION OF EVIDENCE:
1. Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20070002675 on 2 October 2007.
2. After having had prior service in the Regular Air Force, the U. S. Air Force Reserve, and the U. S. Navy Reserve, the applicant enlisted in the ARNG on 12 July 1995.
3. The applicant provided an ARNG Retirement Points History Statement, prepared on 28 August 2007. Because of his prior service, his retirement year ending (RYE) date was 14 September. Between his enlistment in the ARNG on 12 July 1995 and his discharge from the ARNG on 26 September 2000, with transfer to the U. S. Army Reserve Control Group (Reinforcement), the applicant had six qualifying years:
12 July 1995 through RYE 14 September 1995;
15 September 1995 through RYE 14 September 1996;
15 September 1996 through RYE 14 September 1997;
15 September 1997 through RYE 14 September 1998;
15 September 1998 through RYE 14 September 1999; and
15 September 1999 through RYE 14 September 2000
4. The applicants automated separation document issued in lieu of a National Guard Bureau (NGB) Form 22 (Report of Separation and Record of Service) does not show award of the ARCAM. This document was corrected on 24 October 2004 to add several awards; however, the ARCAM was not added.
5. The applicant again enlisted in the ARNG on 29 June 2006.
6. Army Regulation 600-8-22 (Military Awards) provides, in pertinent part, that the ARCAM is authorized for award to Army personnel including Active Guard Reserve officers in the rank of colonel and below for exemplary behavior, efficiency, and fidelity while serving as a member of an Army National Guard or Army Reserve troop program unit or as an individual mobilization augmentee. Effective 28 March 1995, the period of qualifying service for award of the ARCAM was reduced from 4 to 3 years. Such years of qualifying service must have been consecutive. A period of more than 24 hours between Reserve enlistments or officers service will be considered a break in service. Credit toward earning the award must begin anew after a break in service. The bronze oak leaf cluster is awarded to denote the second and succeeding awards of a certain decorations, among which is the ARCAM.
DISCUSSION AND CONCLUSIONS:
1. After having had prior service in the Regular Air Force, the U. S. Air Force Reserve, and the U. S. Navy Reserve, the applicant enlisted in the ARNG on 12 July 1995.
2. Although the applicant completed 6 qualifying years between RYE 14 September 1995 and 14 September 2000, only 5 of those qualifying years were fully completed while he was in an ARNG unit.
3. The applicant met the eligibility criteria for one award of the ARCAM for the period 12 July 1995 through 11 July 1998. He did not meet the eligibility criteria for two awards of the ARCAM.

BOARD DETERMINATION/RECOMMENDATION:
1. The Board determined that the evidence presented was sufficient to warrant partial amendment of the ABCMRs decision in Docket Number AR20070002675 dated 2 October 2007. As a result, the Board recommends that the State Army National Guard Records and all Department of the Army records of the individual concerned be corrected by showing he was awarded the first award of the Army Reserve Components Achievement Medal for the period 12 July 1995 through 11 July 1998.
2. The Board further determined that the evidence presented is insufficient to warrant a portion of the requested relief. As a result, the Board recommends denial of so much of the application that pertains to awarding the applicant two awards of the Army Reserve Components Achievement Medal.
