THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests, in effect, that his DD Form 214 (Certificate of Release or Discharge from Active Duty) with the period ending 30 December 2006 be corrected to show his rank and pay grade as Specialist (SPC)/E-4.
2. The applicant states, in effect, that the rank on his DD Form 214 is wrong and should be changed to SPC/E-4.
3. The applicant provides his DD Form 214 and a DA Form 4187 (Personnel Action), dated 30 November 2006.
CONSIDERATION OF EVIDENCE:
1. The applicant enlisted in the Regular Army on 5 January 2004 and successfully completed basic training and advanced individual training. He was awarded military occupational specialty 13B (Cannon Crewmember).
2. The applicant provided a DA Form 4187, dated 30 November 2006, that shows he was advanced to the pay grade of E-4 with an effective date of promotion of 13 December 2006. There is no evidence of any adverse information or that he was later reduced.
3. The applicant was honorably released from active duty on 30 December
2006 and transferred to the U.S. Army Reserve (USAR) Control Group (Reinforcement). Item 4a (Grade, Rate, or Rank) of the applicant's DD Form 214 shows the rank of Private First Class (PFC). Item 4b (Pay Grade) shows the pay grade of E-3. Item 12h (Effective Date of Pay Grade) shows 13 June 2006.
4. The Soldier Management System (SMS), U.S. Army Human Resources Command-St. Louis (USAHRC-STL), General Information, shows the applicant's rank and pay grade as SPC/E-4 and his date of rank as 13 December 2006.
DISCUSSION AND CONCLUSIONS:
The DA Form 4187, dated 30 November 2006, and the SMS, USAHRC-STL, General Information show the applicant was promoted to the pay grade of E-4 effective 13 December 2006, prior to his separation. Therefore, his DD Form
214 with the ending period 30 December 2006 should be corrected to show his rank/pay grade as SPC/E-4 effective 13 December 2006.

BOARD DETERMINATION/RECOMMENDATION:
The Board determined that the evidence presented was sufficient to warrant a recommendation for relief. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by:
a. deleting the entry in item 4a of his DD Form 214;
b. amending his DD Form 214 in item 4a to add "SPC";
c. deleting the entry in item 4b of his DD Form 214;
d. amending his DD Form 214 in item 4b to add "E-4";
e. deleting the entry in item 12h "2006" year(s), "06" month(s), and "13" day(s) of his DD Form 214; and
f. amending his DD Form 214 in item 12h to add "2006" year(s), "12" month(s), and "13" day(s).

As a result, the Board recommends denial of so much of the application that pertains to correcting item 14 of his DD Form 214 to show he successfully completed AIT and he was awarded MOS 92A or that he was discharged in the rank of PFC/E-3.
