The Board considered the following evidence:
Exhibit A - Application for correction of military records.
Exhibit B - Military Personnel Records (including advisory opinion, if any).
THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests correction of his Armed Forces of the United States Report of Transfer or Discharge (DD Form 214) to show his correct military occupational specialty (MOS).
2. The applicant states, in effect, that his DD Form 214 incorrectly shows that he held MOS 70A1O (Clerk Typist). His actual MOS was 67N2O (Utility Helicopter Mechanic).
3. The applicant provides a copy of his DD Form 214.
CONSIDERATION OF EVIDENCE:
1. Title 10, U.S. Code, section 1552(b), provides that applications for correction of military records must be filed within 3 years after discovery of the alleged error or injustice. This provision of law also allows the Army Board for Correction of Military Records (ABCMR) to excuse an applicants failure to timely file within the 3-year statute of limitations if the ABCMR determines it would be in the interest of justice to do so. While it appears the applicant did not file within the time frame provided in the statute of limitations, the ABCMR has elected to conduct a substantive review of this case and, only to the extent relief, if any, is granted, has determined it is in the interest of justice to excuse the applicants failure to timely file. In all other respects, there are insufficient bases to waive the statute of limitations for timely filing.
2. On 24 November 1964, the applicant enlisted in the Regular Army for 3 years. He completed his initial training and was awarded MOS 67N2O (Utility Helicopter Mechanic).
3. On 13 December 1967, the applicant was honorably released from active duty and transferred to the United States Army Reserve Control Group (Reinforcement).
4. Item 23a (Specialty Number and Title) of the applicants DD Form 214 lists his MOS as 70A1O, Clerk Typist. Item 23b (Related Civilian Occupation and D.O.T. Number) is blank.
5. Army Regulation 611-201 (Enlisted Career Management Fields and Military Occupational Specialties) provides, in pertinent part, that the related civilian occupation for 67N1O is Aircraft Mechanic and Repairman. The Dictionary of Occupational Titles (DOT) provides a corresponding code of 621.
DISCUSSION AND CONCLUSIONS:
The evidence clearly shows that the applicant was trained as a helicopter mechanic and was awarded MOS 67N2O. Therefore, his records should be corrected to show this MOS.
BOARD VOTE:

BOARD DETERMINATION/RECOMMENDATION:
The Board determined that the evidence presented was sufficient to warrant a recommendation for relief and to excuse failure to timely file. As a result, the Board recommends that all Department of the Army records of the individual concerned, particularly his DD Form 214, be corrected by:
a. showing in Item 23a: 67N2O, Utility Helicopter Mechanic; and
b. showing in Item 23b: Aircraft Mechanic and Repairman, 621.

The applicant requests that he be awarded the Combat Infantryman Badge (CIB) and, in effect, also that his DD Form 214 (Armed Forces of the United States Report of Transfer or Discharge) be amended to show he held primary military occupational specialty (MOS) 11B (Light Weapons Infantryman). The War Department received requests to award the CIB to non-infantry individuals and units employed as infantry during tactical emergencies. It is acknowledged that the applicant was awarded primary...

However, there are no orders or any other evidence of record to show the applicant was awarded 67N or any other 67-series MOS as his PMOS. Thus, item 23a of the applicant's DD Form 214 shows the correct PMOS code and title. Therefore, there is no basis for correcting the applicant's military service records or the entry in item 23a of his DD Form 214.
ARMY | BCMR | CY2012 | 20120007869
The applicant requests corrections to his DD Form 214 (Armed Forces of the United States Report of Transfer or Discharge), Item 25 (Education and Training Completed) to show the entry, "Single-Rotor Turbine Utility Helicopter (UH) Repair Course, 67N2O, 12 weeks, 1968." Item 27 (Military Education) of his DA Form 20 (Enlisted Qualification Record) shows he completed 11 weeks of the UH-1 Helicopter Repairman course in MOS 67N2O in 1968. As a result, the Board recommends that all Department...

The applicant requests, in effect, correction of his DD Form 214 (Armed Forces of the United States Report of Transfer or Discharge) to show in: * item 23a (Specialty Number and Title) "51H2O Construction Engineering Supervisor" * item 23b (Related Civilian Occupation and Dictionary of Occupational Titles (DOT) Number) "First-Line Supervisors of Construction Trades and Extraction Workers" and the appropriate DOT number 2. His DA Form 20 (Enlisted Qualification Record) does reflect that he was awarded a secondary specialty of 71B (clerk typist) in April 1967 but there are no orders in available records that confirm the award and no evidence the applicant ever performed duties in that specialty. Item 23a (specialty number & title) reflects an entry of 71B20/Clerk Typist. In view of the foregoing, the applicant’s records should be corrected as recommended below.

Application for correction of military records (with supporting documents provided, if any). The applicant provides his DD Form 214; a statement from a former comrade who served with the applicant as his door gunner, along with that individuals Air Medal and Army Commendation Medal orders; and a letter from a former helicopter pilot who remembers the applicant serving as a flight crew member, along with that individuals DD Form 214. Number) of his DD Form 214 (Armed Forces of the United States Report of Transfer or Discharge) to show he held military occupational specialty (MOS) 11D (Armor Reconnaissance Specialist). Army Regulation 635-5 states that items 23a and 23b will document the codes and titles of the separating Soldiers PMOS. The evidence of record confirms the applicant's PMOS was 71B, not 11D; therefore, his DD Form 214 is correct as stated and there is an insufficient basis to grant relief in this case.

The applicant requests reconsideration of his earlier request for award of the Purple Heart. As part of his claim he includes orders showing his assignment as a crew chief. In order to request an award under Title 10 USC 1130, the applicant must submit a DA Form 638 (Recommendation for Award).
