         The applicant and counsel if any, did not appear before the Board.

         The Board considered the following evidence:

FINDINGS :

1. The applicant has exhausted or the Board has waived the requirement for exhaustion of all administrative remedies afforded by existing law or regulations.


2. The applicant requests that item 23a (specialty number & title) on his DD Form 214 (Armed Forces of the United States Report of Transfer or Discharge) be corrected to reflect that he was a mortarman and held specialty 11C20. He states he believes the current entry, showing that he was a clerk typist with specialty 71B20, is incorrect.

3. Records available to the Board indicate the applicant entered active duty on
18 July 1966 and was trained as an indirect fire crewman, specialty 11C. He was awarded specialty 11C10 on 9 December 1966 and performed duties in that specialty throughout the duration of his military service. He was awarded specialty 11C20 in August 1967 when he was promoted to pay grade E-4 and in December 1967 he was awarded specialty 11C40 when he was promoted to pay grade E-5.

4. His DA Form 20 (Enlisted Qualification Record) does reflect that he was awarded a secondary specialty of 71B (clerk typist) in April 1967 but there are no orders in available records that confirm the award and no evidence the applicant ever performed duties in that specialty.

5. On 17 July 1968 the applicant was released from active duty. Item 23a (specialty number & title) reflects an entry of 71B20/Clerk Typist. Item 23b (Related Civilian Occupation) reflects "typist" and a corresponding D.O.T (Dictionary of Occupational Titles) code.

6. Army Regulation 635-5, then in effect, states that item 23a will reflect the soldier’s primary specialty code and title and that if there is a related civilian occupation it will be reflected in item 23b. If there is no D.O.T. code “NA” is entered in item 23b.

CONCLUSIONS:

1. The evidence confirms that the applicant held a primary specialty of 11C40 at the time of his separation from active duty. Although the applicant refers to that specialty as a "mortarman," the correct title is "Indirect Fire Crewman." It appears that an error was made when his separation document was completed and his specialty was incorrectly recorded as 71B20/Clerk Typist. As such, it would be appropriate to correct the entry.

2. The Board also notes that a correction to the information in item 23a will result in the information in item 23b being incorrect. However, because there is no direct correlation between an indirect fire crewman and a civilian occupation, the Board concludes it would be appropriate to delete the information in item 23b and replace it with an "NA" (not applicable) notation, to prevent any confusion.

3. In view of the foregoing, the applicant’s records should be corrected as recommended below.

RECOMMENDATION:

1. That all of the Department of the Army records related to this case be corrected:

a. by showing in item 23a on the applicant's DD Form 214 that he was an 11B40/Indirect Fire Crewman; and

b. by deleting the information in item 23b and replacing it with the notation "NA."

2. That so much of the application as is in excess of the foregoing be denied.
