      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests, in effect, that his DD Form 214 (Certificate of
Release or Discharge from Active Duty) show his overseas duty in Saudi
Arabia.

2.  The applicant states that service in Saudi Arabia from October 1990
through February 1991 was not included on his DD Form 214.

3.  The applicant provides a copy of his DD Form 2-1 (Personnel
Qualification Record), DD Form 214, and Noncommissioned Officer Evaluation
Report (NCOER).

CONSIDERATION OF EVIDENCE:

1.  The applicant’s record shows he enlisted in the Regular Army on 7
August 1986.  He served 20 years and 24 days on active duty and was retired
on
31 August 2006.

2.  Item 12f “Foreign Service” of the applicant’s DD Form 214 shows 6 years
of Foreign Service time.  Additionally, item 13 “Decorations, Medal,
Badges, Citations and Campaign Ribbons Awarded or Authorized” shows award
of the Southwest Asia Service Medal.  The applicant’s service in support of
Desert Shield/Desert Storm is not listed in item 18 “Remarks” on his DD
Form 214.

3.  The applicant’s DA Form 2-1 shows that he served 5 months on temporary
duty in Saudi Arabia from 6 October 1990 to 22 February 1991.

4.  The applicant’s NCOER for the period June 1990 through May 1991 rated
his performance as “Success” under responsibility and accountability with
supporting comments of “maintained accountability of unit’s war stock pile
during Desert Shield” and “contributed to battery making Army standards
during deployment to Desert Shield.”

5.  Army Regulation 600-8-22 provides that service in the Persian Gulf War
is to be recognized by award of the Southwest Asia Service Medal to Army
members who participated in Operations Desert Shield/Desert Storm in the
designated area on or after 2 August 1990.  A bronze service star is
authorized for the Defense of Saudi Arabia (2 August 1990 to 16 January
1991), the Liberation and Defense of Kuwait (17 January to 11 April 1991),
and the Cease-Fire Campaign (12 April 1991 to 30 October 1995).

6.  Army Regulation 635-5 (Separation Documents) establishes standardized
policy for preparing and distributing the DD Form 214.  The regulation
states that the DD Form 214 is a summary of a Soldier's most recent period
of continuous active duty.  It provides a brief, clear-cut record of active
duty service at the time of release from active duty, retirement, or
discharge.  Paragraph 2-4, in pertinent part, requires the preparer to
enter, from the Enlisted Record Brief, the total amount of Foreign Service
completed during the period covered in block 12f.  Additionally, the
regulation states that for an active duty Soldier deployed with his or her
unit during their continuous period of active service, enter in block 18
remarks "SERVICE IN (NAME OF COUNTRY DEPLOYED) FROM (inclusive dates for
example, YYYYMMDD - YYYYMMDD)."

DISCUSSION AND CONCLUSIONS:

The applicant’s award of the Southwest Asia Service Medal and his DD Form 2-
1 substantiates his service in Saudi Arabia.  Therefore, he is entitled to
correction of his DD Form 214 to show his deployment time from 6 October
1990 to
22 February 1991 in block 27, Remarks, of his DD Form 214.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant
a recommendation for relief.  As a result, the Board recommends that all
Department of the Army records of the individual concerned be corrected by
showing in Block 27, Remarks, of his DD Form 214 “SERVICE IN SAUDIA ARABIA
FROM 19901006 – 910222.”
