The Board considered the following evidence:
Exhibit A - Application for correction of military records.
Exhibit B - Military Personnel Records (including advisory opinion,
if any).
THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests award of the Army Good Conduct Medal.
2. The applicant states she separated in January 1989 to enter the Reserve
Officers’ Training Corps (ROTC) program. The acceptance happened very
quickly, and she left Germany before the Army Good Conduct Medal could be
requested.
3. The applicant provides three DD Forms 214 (Certificates of Release or
Discharge from Active Duty).
CONSIDERATION OF EVIDENCE:
1. The applicant initially enlisted in the U. S. Army Reserve and served
on initial active duty for training from 4 February 1986 through 19 June
1986.
2. The applicant enlisted in the Regular Army on 2 October 1986. She was
honorably discharged on 3 January 1989 to enter ROTC. She had completed
2 years, 3 months, and 2 days of creditable active service with no lost
time during that enlistment.
3. The applicant was commissioned on 8 December 1990 and entered active
duty on 26 May 1992. She was honorably discharged on 28 August 2004 in the
rank of major. She accepted appointment as a major in the U. S. Army
Reserve on 29 August 2004 and entered active duty in an Active Guard
Reserve status.
4. Army Regulation 600-8-22 (Military Awards) provides policy and criteria
concerning individual military decorations. It states the Army Good
Conduct Medal is awarded for each 3 years of continuous enlisted active
Federal military service completed on or after 27 August 1940 and, for the
first award only, upon termination of service on or after 27 June 1950 of
less than 3 years but more than 1 year. Although there is no automatic
entitlement to the Army Good Conduct Medal, disqualification must be
justified.
DISCUSSION AND CONCLUSIONS:
1. It appears the applicant met the eligibility criteria for the first
award of the Army Good Conduct Medal for the period 2 October 1986 through
3 January 1989, when she was in the Regular Army. There is no evidence of
record to show she was disqualified for award of the Army Good Conduct
Medal. Since she was accepted into the ROTC program presumably there would
have been no disqualifying entries in her records.
2. In the interest of administrative simplicity, only the applicant’s DD
Form 214 for the period ending 28 August 2004 should be amended to add the
Army Good Conduct Medal.

BOARD DETERMINATION/RECOMMENDATION:
The Board determined that the evidence presented was sufficient to warrant
a recommendation for relief. As a result, the Board recommends that all
Department of the Army records of the individual concerned be corrected by:
a. awarding her the first award of the Army Good Conduct Medal for
the period 2 October 1986 through 3 January 1989; and
b. amending her DD Form 214 for the period ending 28 August 2004 to
add the Army Good Conduct Medal.
