      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests award of the Army Good Conduct Medal.

2.  The applicant states that on 19 June 1997, she was awarded the Army
Good Conduct Medal for her active duty service from 1987 through 1988.  She
states that the award is not reflected in her records.

3.  The applicant provides in support of her application, a copy of an
Authorization for Issuance of Awards dated 19 June 1997.

CONSIDERATION OF EVIDENCE:

1.  On 5 September 1986, the applicant enlisted in the United States Army
Reserve (USAR) in Kansas City, Missouri, under the Delayed Entry Program,
for 8 years, in the pay grade of E-1.  She enlisted in the Regular Army on
2 January 1987 and she went on to successfully complete her training as a
personnel information systems management specialist.  Upon completion of
her training, she was transferred to Fort Lewis, Washington.

2.  The applicant was promoted to the pay grade of E-2 on 2 June 1987 and
she was promoted to the pay grade of E-3 on 1 November 1987.

3.  On 29 April 1988, the applicant was honorably released from active duty
(REFRAD) under the provisions of Army Regulation 635-200, chapter 8, due to
pregnancy and she was transferred to the USAR Control Group (Annual
Training) to complete her Reserve obligation.  She had completed 1 year,
3 months and 28 days of net active service.

4.  The Certificate of Release or Discharge (DD Form 214) that she was
furnished at the time of her REFRAD shows that she was awarded the Army
Service Ribbon and the Marksman Marksmanship Qualification Badge
(Rifle M-16).

5.  On 19 June 1997, the Army Reserve Personnel Center, St. Louis,
Missouri, furnished the applicant an Authorization for Issuance of Awards
informing her that she was being issued a Good Conduct Medal and that her
medal would be shipped to her by the Commander, United States Army Support
Command.

6.  According to the applicant, and the documents that she submitted in
behalf of her appeal, she was furnished the Army Good Conduct Medal in
1997, in accordance with the Authorization for Issuance of Awards.
However, the Army Good Conduct Medal was never included on her DD Form 214.

7.  Army Regulation 600-8-22 (Military Awards) provides that the Good
Conduct Medal is awarded to individuals who distinguish themselves by their
conduct, efficiency and fidelity during a qualifying period of active duty
enlisted service.  This period is 3 years except in those cases when the
period for the first award ends with the termination of a period of Federal
military service.  Although there is no automatic entitlement to the Good
Conduct Medal, disqualification must be justified.

8.  Army Regulation 600-8-22 further provides that an award made for any
authorized period of less than 3 years must be for the total period of
obligated active Federal military service.  This applies to the first award
only.  All other awards of the Army Good Conduct Medal require 3 full years
of qualifying service.

DISCUSSION AND CONCLUSIONS:

1.  The question in this case is whether or not the applicant was eligible
for award of the Army Good Conduct Medal for her period of active duty
service from 2 January 1987 through 29 April 1988.

2.  According to the applicable regulation she was not.  Although her
service was completely honorable, she served for a period of less than 3
years which was less than the total period of her obligated active service.

3.  The evidence of record shows that on 19 June 1997, she was notified
that she was being issued a Good Conduct Medal.  However, according to the
available evidence, which includes the applicable regulation, she was
misinformed regarding her entitlement to the Army Good Conduct Medal and
including the medal on her DD Form 214 would only add to the error that has
already been made.  She was not eligible for award of the Army Good Conduct
at the time of her REFRAD and it was appropriately omitted from her DD Form
214.

4.  In order to justify correction of a military record the applicant must
show or it must otherwise satisfactorily appear, that the record is in
error or unjust.  The applicant has failed to submit evidence that would
satisfy this requirement.

5.  In view of the foregoing, there is no basis for granting the
applicant's request.

BOARD DETERMINATION/RECOMMENDATION:

The evidence presented does not demonstrate the existence of a probable
error or injustice.  Therefore, the Board determined that the overall
merits of this case are insufficient as a basis for correction of the
records of the individual concerned.
