      I certify that hereinafter is recorded the true and complete record
of the proceedings of the Army Board for Correction of Military Records in
the case of the above-named individual.  A quorum was present during the
further consideration and deliberation.  The findings appearing in
proceedings dated 10 May 2005 were affirmed.  The following additional
findings, conclusions, and recommendations were adopted by the Board.

reconsider the conclusions and recommendation appearing in proceedings
dated 10 May 2005.

CONSIDERATION OF ADDITIONAL EVIDENCE:

7.  On 13 November 2006, new information was received from the Promotions
Branch, Army Human Resources Command, Arlington, Virginia, in regard to the
decision of the Army Board for Correction of Military Records (ABCMR) in
Docket Number AR20040005435, dated 10 May 2005.

8.  The evidence submitted consists of a memorandum requesting
supplemental proceedings which will provide the applicant with promotion
consideration by a special selection board under the 2003 year criteria.
The memorandum stated that the applicant entered active duty on 19 May
2001 and in accordance with Army Regulation 600-8-29, paragraph 1-10e
(5), officers in the following categories are not eligible for
consideration by a promotion selection board; commissioned officer with
less than one year of continuous active duty (since their most recent
placement on the active duty list) before the board convenes.  The Fiscal
Year 2003 Captain Medical Service Corps Promotion Selection Board was the
earliest promotion board the applicant was eligible to be considered by.
It was recommended the ABCMR correct its decision and recommendation to
reflect promotion consideration by a special selection board under the
2003 year criteria.

ADDITIONAL DISCUSSION AND CONCLUSIONS:

4.  At the time of the decision of the ABCMR in Docket Number
AR20040005435, dated 10 May 2005, it was the intent of the ABCMR to make
the applicant’s record as administratively correct as it should properly
have been at the time.

5.  The ABCMR's decision in Docket Number AR20040005435, recommended the
applicant's date of rank be corrected to 19 November 2000, due to
additional constructive credit and granted her a special selection board
under the 2002 year criteria.  In accordance with Army Regulation 600-8-29,
the applicant was not eligible for consideration under the 2002 year
criteria.  The applicant entered on active duty on 19 May 2001 and had not
been on continuous active duty for one year when the Fiscal Year 2002
promotion board convened on 5 March 2002.  Therefore, the Fiscal Year 2003
promotion board was the first board she should have been considered by for
promotion to captain.

6.  In view of the additional factors in this case the applicant only has a
basis for special selection board consideration for promotion to captain
under the 2003 year criteria and should now be considered under the 2003
year criteria.
7.  In view of the foregoing findings and conclusions, it would be
appropriate to further correct the applicant’s records as recommended
below.

4.  The Board determined that the evidence presented was sufficient to
warrant amendment of the decision of the Army Board for Correction of
Military Records set forth in Docket Number AR20040005435, dated 10 May
2005, by granting the individual concerned promotion consideration to
captain by a special selection board under the 2003 year criteria.
