	The Board considered the following evidence:

	Exhibit A - Application for correction of military records.

	Exhibit B - Military Personnel Records (including advisory opinion, if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests correction of his records to show his service in Kuwait. 

2.  The applicant states, in effect, that his deployment to Operation Iraqi Freedom was not added to his DD Form 214 (Certificate of Release or Discharge from Active Duty) with the period ending 3 June 2005.

3.  The applicant provides his DD Form 214 and copies of his Defense Finance and Accounting Service (DFAS) Leave and Earning Statements from March 2003 through March 2004.

CONSIDERATION OF EVIDENCE:

1.  The applicant served in support of Operation Iraqi Freedom.

2.  The applicant enlisted in the Regular Army on 23 July 1993.  He successfully completed basic training and advanced individual training and was awarded military occupational specialty 42A (Personnel Specialist).

3.  The applicant arrived in Kuwait assigned to C Detachment, 546th Personnel Services Battalion on 31 March 2003.  He departed Kuwait on 26 March 2004.

4.  The applicant was honorably released from active duty on 3 June 2005 after completing 11 years, 10 months, and 11 days of creditable active service.  His DD Form 214 with the ending period 3 June 2005 shows he was awarded the Army Commendation Medal (2nd Award), the Army Achievement Medal (3rd Award), the Military Outstanding Volunteer Service Medal, the Army Good Conduct Medal (3rd Award), the National Defense Service Medal (2nd Award), the Armed Forces Expeditionary Medal, the Korean Defense Service Medal, the Army Service Ribbon, the Overseas Service Ribbon (2nd Award), and the Marksman Marksmanship Qualification Badge with Rifle Bar.  Item 18 (Remarks) of his DD Form 214 does not show his deployment to Kuwait.

5.  The applicant's records do not show award of the Global War on Terrorism Expeditionary Medal (GWOTEM) or the Global War on Terrorism Service Medal (GWOTSM).

6.  Army Regulation 600-8-22 (Military Awards) states that the GWOTEM is authorized for award to members of the Armed Forces of the United States who deployed abroad for service in the Global War on Terrorism Operations on or after 11 September 2001 to a date to be determined.
7.  Army Regulation 600-8-22 states that the GWOTSM is authorized for award to members of the Armed Forces of the United States who have participated in the Global War on Terrorism (GWOT) operations outside of the designated areas of eligibility (AOE), on or after 11 September 2001 to a future date to be determined.

8.  Army Regulation 635-5 (Separation Documents) prescribes the separation documents prepared for Soldiers upon retirement, discharge, or release from active military service or control of the Army.  It establishes standardized preparation of the DD Form 214.  

9.  Army Regulation 635-5 states, in item 18 (Remarks), for active duty Soldiers deployed with their unit during their continuous period of active service, enter the statement "SERVICE IN (NAME OF COUNTRY DEPLOYED) FROM (inclusive dates for example, YYYYMMDD - YYYYMMDD)."  

10.  On 3 April 2007, the DFAS confirmed the applicant served in Kuwait from 
31 March 2003 through 26 March 2004.

DISCUSSION AND CONCLUSIONS:

1.  The applicant's DD Form 214 does not show service in Kuwait.  However, the available evidence shows and DFAS confirmed that he served in Kuwait in support of Operation Iraqi Freedom for the period 31 March 2003 through
26 March 2004.

2.  Therefore, his DD Form 214 should be amended to read "SERVICE IN KUWAIT FROM 20030331- 20040326" in item 18.

3.  The applicant met the eligibility criteria for award of the GWOTEM and the GWOTSM.  These awards should be added to his DD Form 214 for the period ending 3 June 2005.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant a recommendation for relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by amending his DD Form 214 for the period ending 3 June 2005 by: 

	a.  adding to item 13 the Global War on Terrorism Expeditionary Medal and the Global War on Terrorism Service Medal; and 

	b.  adding to item 18 the remarks "SERVICE IN KUWAIT FROM 20030331- 20040326."
