The Board considered the following evidence:
Exhibit A - Application for correction of military records.
Exhibit B - Military Personnel Records (including advisory opinion,
if any).
THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests, in effect, that she be granted constructive
credit for her Master of Business Administration (MBA) degree.
2. The applicant states she graduated in May 2006 with a dual degree in
Doctor of Osteopathy/MBA in Healthcare Leadership. She completed the
degree simultaneously with completing her medical degree.
3. The applicant provides her school transcripts; her MBA degree
certificate; a 16 May 2006 letter from Rockhurst University; and her active
duty orders with an amendment.
CONSIDERATION OF EVIDENCE:
1. The applicant signed a U. S. Army Recruiting Command Form 1131
(Department of the Army Service Agreement F. Edward Hebert Armed Forces
Health Professions Scholarship Program (AFHPSP)) on 14 January 2003.
2. The applicant completed her MBA in Healthcare Leadership on 14 May
2006. She apparently completed her medical degree on the same date. She
was commissioned as a captain in the U. S. Army Reserve, Medical Corps,
specialty 61F (Internist) as of the date of her graduation. Her Oath of
Office is not available. She was awarded four years of constructive
service credit.
3. The applicant was ordered to active duty with a report date to Tripler
Army Medical Center of 1 June 2006. Her active date of rank was determined
to be 1 June 2006.
4. In the processing of this case, an advisory opinion was obtained from
the Graduate Medical Education Division, Office of The Surgeon General.
That office stated Department of Defense Directive (sic) 6000.13, paragraph
6.1.2.2.2. states no additional credit may be given for more than one
advanced degree in a single field, or closely related field. The total
credit allowed for having both a master’s and a doctorate degree may not
exceed the maximum allowed for a doctorate. The advisory opinion noted
that the applicant was given four years of constructive credit for her
medical degree and therefore recommended she not be awarded any additional
credit for her MBA.
5. A copy of the advisory opinion was provided to the applicant for
comment or rebuttal. She did not respond within the given time frame.
6. DOD Instruction (DODI) 6000.13 (Medical Manpower and Personnel)
implements policy, assigns responsibilities, and prescribes procedures to
carry out medical manpower and personnel programs. Paragraph 6.1. states
the entry grade credit to be awarded shall equal the sum of constructive
service credit and prior commissioned service (as outlined in the DODI)
credit except in cases where the total exceeds the maximum credit allowed.
A period of time shall be counted only once when computing entry grade
credit.
7. DODI 6000.13, paragraph 6.1.2.2.1. states that four years of
constructive service credit shall be granted for completion of first
professional degrees that include medical (M.D.), osteopathy (D.O.), dental
(D.D.S. or D.M.D.), optometry (O.D.), podiatry (Pod.D. or D.P), veterinary
(D.V.M.) and pharmacy (Ph.D.).
8. DODI 6000.13, paragraph 6.1.2.2.2. states that credit for master's and
doctorate degrees in a health profession other than medicine and dentistry,
whether it is the primary degree or an additional advanced degree, shall be
awarded based on actual full-time equivalent education up to two years for
a master's degree and up to four years for a doctorate. Paragraph
6.1.2.2.3 states the additional degree must add adjunctive skills to the
primary specialty and must contribute directly to performance in the
anticipated position in the Military Service concerned.
DISCUSSION AND CONCLUSIONS:
1. It does not appear that DODI 6000.13, paragraph 6.1.2.2.2. applies in
the applicant’s case. Her doctorate degree was not in a health profession
other than medicine; it was in medicine. Paragraph 6.1., however, does
apply.
2. The applicant stated she earned her MBA simultaneously with her medical
degree. A period of time may be counted only once when computing entry
grade credit. Therefore, she would not be eligible for additional credit
for her MBA in any case.

BOARD DETERMINATION/RECOMMENDATION:
The evidence presented does not demonstrate the existence of a probable
error or injustice. Therefore, the Board determined that the overall
merits of this case are insufficient as a basis for correction of the
records of the individual concerned.

The evidence shows that the applicant completed an MHA, MGHM, and D.C. degree and is requesting that his active duty date of rank be adjusted based on his education.
