	The Board considered the following evidence: 

	Exhibit A - Application for correction of military records.

	Exhibit B - Military Personnel Records (including advisory opinion, if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests, in effect that he be awarded the Combat Action Badge, and that that a 1-week Combat Lifesaver Course he completed in September 2005 be added to his DD Form 214 (Certificate of Release or Discharge From Active Duty) that was issued at the time of his release from active duty on 22 August 2005.

2.  The applicant essentially states that he was in the war in Iraq with V Corps, detached from Company D, 17th Signal Battalion, 22nd Signal Brigade.  He also states, in effect, that his unit moved into Iraq and encountered enemy fire and incoming artillery and missiles on their way to Baghdad.  He also states, in effect, that he went through a Combat Lifesaver Course and passed in September 2005.   

3.  The applicant provides a news release, dated 14 April 2003, which described one Soldier being killed and another wounded in an accidental weapons discharge, temporary change of station orders for the 17th Signal Battalion, 22nd Signal Brigade, correspondence related to award of the Joint Meritorious Unit Award to the applicant and others, A DA Form 638 (Recommendation for Award) and certificate awarding him the Army Commendation Medal, an unsigned statement by an unidentified person, and a statement from a former Soldier in support of this application.

CONSIDERATION OF EVIDENCE:

1.  The applicant is requesting correction of an alleged error which occurred on 
22 August 2005, the date of his release from active duty.  The application submitted in this case is dated 25 May 2006.

2.  The applicant requested correction of his records to show the award of the Combat Action Badge.  There are no orders or other evidence authorizing award of this decoration to the applicant.  In the absence of a proper award authority for this decoration, the applicant may request award of the Combat Action Badge through the United States Army Human Resources Command Military Awards Branch.  The applicant has been notified by separate correspondence of the procedures for applying for this decoration and, as a result, the Combat Action Badge will not be discussed further in this Record of Proceedings.

3.  The applicant essentially requested that Item 14 (Military Education) of his 
DD Form 214 that was issued at the time of his release from active duty on 
22 August 2005 be corrected to add an entry that shows he completed a 1-week Combat Lifesaver Course in September 2005.  However, the applicant failed to provide documentation which shows that he completed a 1-week Combat Lifesaver Course in September 2005, and there is no certificate in his military records that shows he completed such a course.  Additionally, the applicant was released from active duty prior to September 2005.

4.  Paragraph 2-4h(14) of Army Regulation 635-5 (Separation Documents) provides, in pertinent part, that only formal in-service (full-time attendance) training course successfully completed during the period of service covered by the DD Form 214 will be entered in Item 14 of the DD Form 214.

DISCUSSION AND CONCLUSIONS:

1.   The applicant contends that a 1-week Combat Lifesaver Course that he completed in September 2005 should be added to his DD Form 214 that was issued on 22 August 2005.

2.  The applicant failed to provide documentation which shows he completed a
1-week Combat Lifesaver Course in September 2005.  However, had he provided such a certificate it would not be authorized to be added to his DD Form 214 that was issued on 22 August 2005.  He would have completed the course outside of the period covered by this DD Form 214.  In view of the foregoing, there is no basis for correcting his DD Form 214 that was issued on 22 August 2005 to show that he completed a 1-week Combat Lifesaver Course in September 2005.
