      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests that the World War II Victory Medal be deleted
from item 13 (Decorations, Medals, Badges, Citations and Campaign Ribbons
Awarded or Authorized) on his DD Form 214 (Certificate of Release or
Discharge from Active Duty).  He also requests that the Joint Service
Commendation Medal (JSCM), the Joint Meritorious Unit Award (JMUA), and the
third award of the National Defense Service Medal (NDSM) be added to his DD
Form 214.

2.  The applicant states that he did not serve during World War II.  He
states he was awarded the JSCM by Order Number 6-006, dated 10 January
2006, and his unit was awarded the JMUA on 23 September 2005.  He states he
is authorized the NDSM for three periods of service during 1966, 1991, and
2002.

3.  The applicant provides his DD Form 214 for the period ending 31 January
2005; his DD Form 214 for the period ending 18 August 1966; his NGB Form 22
(National Guard Report of Separation and Record of Service); the citation
for the JMUA; Military Personnel Awards Order Number 06-006, dated 10
January 2006, awarding him the JSCM; Military Personnel Awards Memorandum
05-217, dated 23 September 2005, awarding the Project and Contracting
Office (PCO) the JMUA; and criteria for award of the NDSM.

CONSIDERATION OF EVIDENCE:

1.  The applicant initially served in the U.S. Air Force from 15 November
1963 to 18 August 1966.  His DD Form 214 for the period ending 18 August
1966 shows one award of the NDSM.  After a break in service, the applicant
served in the Air National Guard from 10 February 1979 to 4 November 1979.


2.  The applicant was appointed as a Reserve commissioned officer on
5 November 1979.

3.  He was ordered to active duty in the Active Guard Reserve on 2
September 1986.

4.  The applicant’s Officer Record Brief, dated 19 September 2003, shows
three awards of the NDSM under Section VIII (Awards and Decorations).

5.  The applicant continued to serve in the Active Guard Reserve until he
was retired on 31 January 2005.  His DD Form 214 for the period ending 31
January 2005 shows two awards of the NDSM.  Also shown is the World War II
Victory Medal.

6.  Office of The Secretary of Defense, Military Personnel Awards
Memorandum Number 05-217, dated 23 September 2005, awarded the JMUA to the
Project and Contracting Office for exceptionally meritorious service from 1
January 2004 to 30 June 2005.  The applicant’s name is on the by-name
listing for meritorious service from 15 December 2003 to 31 January 2005.

7.  Office of The Secretary of Defense, Military Personnel Awards Order
Number 06-006, dated 10 January 2006, awarded the applicant the JSCM for
the period 1 December 2003 to 1 November 2004.

8.  Army Regulation 600-8-22 (Military Awards) as amended provides that the
NDSM is awarded for honorable active service for any period between 27 July
1950 through 27 July 1954, 1 January 1961 through 14 August 1974, 2 August
1990 through 30 November 1995, and 11 September 2001 to a date to be
determined.  This regulation also provides that the second and subsequent
awards of the NDSM are denoted by a bronze service star affixed to the
NDSM.

DISCUSSION AND CONCLUSIONS:

1.  The evidence of record shows the applicant did not serve during World
War II; however, his DD Form 214 for the period ending 31 January 2005
shows the World War II Victory Medal.  Therefore, it would be appropriate
to delete the World War II Victory Medal from item 13 on his DD Form 214
for the period ending 31 January 2005.

2.  Orders published by the Office The Secretary of Defense in January 2006
awarded the applicant the JSCM for his service from 1 December 2003 to
1 November 2004.  Although the orders were published subsequent to his
retirement date on 31 January 2005, it would be appropriate to amend his
DD Form 214 for the period ending 31 January 2005 to show the JSCM.

3.  The Military Personnel Awards Memorandum 05-217, dated 23 September
2005, awarded the JMUA to the Project and Contracting Office during a
period the applicant was assigned to this office.  Therefore, it would be
appropriate to amend item 13 on his DD Form 214 for the period 31 January
2005 to show the JMUA.

4.  The applicant’s DD Form 214 for the period ending 31 January 2005
currently reflects two awards of the NDSM.  However, he has served a third
period of qualifying service after 11 September 2001.  Therefore, he is
entitled to three awards of the NDSM.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant
a recommendation for relief.  As a result, the Board recommends that all
Department of the Army records of the individual concerned be corrected by:

      a.  deleting the World War II Victory Medal from item 13 on his DD
Form 214 for the period ending 31 January 2005; and

      b.  adding the JSCM, the JMUA, and three awards of the NDSM to item
13 on his DD Form 214 for the period ending 31 January 2005.
