THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests that his records be corrected by changing his
DD Form 214 (Certificate of Release or Discharge from Active Duty) to show
he was separated in the pay grade of E-4.
2. The applicant states that he was discharged after completing his tour
of duty under Operation Iraqi Freedom and Enduring Freedom, as a specialist
E-4 and not in the pay grade of E-2. He states he was a specialist E-4
when he arrived in Iraq and needs his DD Form 214 corrected to submit with
his disability claim.
3. The applicant provides a copy of his DD Form 214, discharge orders and
a DA Form 4187 (Personnel Action), in support of his request.
CONSIDERATION OF EVIDENCE:
1. On 7 May 2002, the applicant enlisted in the U.S. Army Reserve for a
period of 8 years, in the pay grade of E-2. Documents submitted by the
applicant indicates he was advanced to the pay grade of E-4 on 1 April
2003.
2. The applicant's records indicate he was ordered to active duty on 7
February 2003, in support of Operation Enduring/Iraqi Freedom, and served
in Kuwait from 11 April 2003 to 7 March 2004.
3. The applicant was released from active duty on 9 April 2004, under the
provisions of Army Regulation 635-200, Chapter 4, for completion of
required service. His DD Form 214 indicates he was released from active
duty in the grade of Private E-2.
4. Army Regulation 600-8-19 (Enlisted Promotions) states, in pertinent
part, that promotion to pay grades E-3 and E-4 are automatic, in that there
is no board actions required. Individuals who meet the eligibility
requirements and are recommended by their commanders are advanced to the
next higher grade.
DISCUSSION AND CONCLUSIONS:
1. Evidence shows the applicant was advanced to the pay grade of E-4 on
1 April 2003, and as such his records should be corrected to reflect that
change.
2. The applicant’s 9 April 2004, DD Form 214, should be corrected to show
in item 4b (Pay Grade) the pay grade of E-4, and item 12h (Effective Date
of Pay Grade) should be changed to show the date of 20030401.

BOARD DETERMINATION/RECOMMENDATION:
The Board determined that the evidence presented was sufficient to warrant
