      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests, in effect, correction to his DD Form 214
(Certificate of Release or Discharge from Active Duty) to show his foreign
service.

2.  The applicant states, in effect, his foreign service is not listed on
his 2005 DD Form 214.

3.  The applicant provides copies of a Memorandum for Record (MFR) and
Manifest from the Commander, Alpha Company, 4th Engineer Battalion, Fort
Carson, Colorado, and his DD Form 214, in support of his application.

CONSIDERATION OF EVIDENCE:

1.  The applicant's military records show he enlisted in the Wisconsin Army
National Guard (WIARNG) on 19 July 2000.  He entered active duty for
training (ADT) on 20 December 2000 and he was released from ADT on
23 August 2000. He was separated from the WIARNG, in pay grade E-2, on 28
February 2001.

2.  He enlisted in the Regular Army, in pay grade E-2, on 1 March 2001.

3.  He submits a copy of a MFR and Manifest from the Commander, 4th
Engineer Battalion, Fort Carson, awarding him the Global War on Terrorism
Expeditionary Medal for service in A Company, 4th Engineer Battalion,
during Operation Iraqi Freedom, from April 2003 to April 2004.  The MFR
does not show he was stationed in Iraq.

4.  His records show he was awarded the Army Commendation Medal for
meritorious service while assigned to the 54th Engineer Battalion in Iraq
from 20 March 2003 to 25 May 2003, a period of 2 months and 5 days,

5.  He was discharged from active duty for disability with severance pay,
in pay grade E-4, effective 21 October 2005.

6.  The DD Form 214 issued to him shows zero credit of service time in Item
12f (Foreign Service) and no entry in Item 18 (Remarks) to show he was
deployed overseas.  The DD Form 214 also lists the following awards:  the
Army Good Conduct Medal, the National Defense Service Medal, and the Army
Service Ribbon, the Global War on Terrorism Expeditionary Medal, and the
Global War on Terrorism Service Medal.
7.  Army Regulation 635-5, prescribes the policies and procedures regarding
separation documents.  The regulation specifies that a DD Form 214 will be
prepared for individuals who are retired, discharged, or released from
foreign service completed, for the period covered by the DD Form 214, will
be shown.  Foreign service performed during the period covered by the DD
Form 214 will be entered in item 12f.  The regulation also states that the
amount of foreign service will be taken from the Soldier’s Enlisted
Qualification Record or, if necessary, verified from the Soldier’s Military
Personnel Records Jacket.  However, for active duty Soldiers deployed with
their unit during their continuous period of active service, the entry
"SERVICE IN (NAME OF COUNTRY DEPLOYED) from (Inclusive dates for example,
YYYYMMDD-YYYYMMDD) will be entered in Item 18 of the DD Form 214.

DISCUSSION AND CONCLUSIONS:

1.  The evidence of record shows the applicant served in Iraq from 20 March
2003 to 25 May 2003.  He is therefore entitled to correction of Block 12f,
of his DD Form 214, dated 21 October 2005, to show he served 2 months and 5
days foreign service and he is entitled to correction of Block 18
(Remarks), of his DD Form 214,  to show he served this foreign service in
Iraq during this period.

2.  Orders awarding the applicant the Army Commendation Medal served as
the source document for this correction, and even though the applicant did
not specifically ask to have the Army Commendation Medal added to his DD
Form 214, it would be appropriate to do so at this time.

3.  In view of the foregoing, the applicant’s records should be corrected
as recommended below.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to
warrant a recommendation for relief.  As a result, the Board recommends
that all Department of the Army records of the individual concerned be
corrected:

      a.  by showing 2 months and 5 days, in Block 12f (Foreign Service),
of the applicant's DD Form 214, and by amending Block 18 (Remarks), of the
applicant's DD Form 214, to show he served in Iraq from 20030325 to
20030525; and

      b.  by adding the Army Commendation Medal to the applicant's DD Form
214, and by providing him a corrected separation document with these
corrections.
